This role focuses on discovery, analysis, and documentation to evaluate DNR’s existing permitting landscape and define requirements for a future ePermitting solution.

Responsibilities
Lead discovery and analysis of current-state permitting processes across multiple DNR programs
Identify and document existing permitting applications, tools, and workflows
Facilitate stakeholder interviews, workshops, and validation sessions
Document business, functional, and non-functional requirements for a future ePermitting solution
Develop current-state and future-state process flows, models, and diagrams
Identify opportunities for consolidation, standardization, and process improvement
Document statutory, regulatory, and operational constraints impacting permitting
Collaborate with IT teams to assess integration, data, security, and reporting needs
Maintain discovery documentation and findings in alignment with PMO standards
Support executive summaries, findings reports, and leadership presentations
Qualification
Required
10+ years of experience performing business analysis on large-scale or complex IT initiatives
Extensive experience leading discovery efforts involving multiple stakeholders, programs, and systems
Proven ability to independently lead requirements elicitation through interviews, workshops, and document reviews
Strong experience documenting current-state business processes, workflows, and system interactions
Experience assessing and analyzing multiple applications supporting similar business functions
Ability to identify commonalities, gaps, risks, and opportunities for standardization and modernization
Advanced experience producing business, functional, and non-functional requirements to support future procurement or modernization
Strong facilitation skills with the ability to manage competing perspectives and drive consensus
Experience working within PMO standards, governance frameworks, and documentation templates
Excellent written and verbal communication skills for both technical and executive audiences
Strong analytical and critical-thinking skills to evaluate options, constraints, and impacts
Preferred
Experience with permitting, licensing, regulatory, or case management systems
Prior experience in government or public-sector IT environments
Familiarity with ePermitting platforms or workflow-based SaaS solutions
Knowledge of enterprise integrations such as identity management, payments, GIS, document management, and reporting systems
Hands-on experience with tools such as Jira, Confluence, SharePoint, or similar collaboration platforms
