Responsibilities

Drive enterprise-wide performance optimization by identifying and evaluating strategic opportunities for operational, financial, and service enhancements across MTA operating units and headquarters functions. Lead comprehensive scoping and validation efforts through advanced data analytics and cross-functional stakeholder engagement. Partner with senior leadership to ensure the development of robust, high-quality implementation plans for approved initiatives, proactively managing interdependencies across business units to enable seamless execution and measurable impact
Provide strategic leadership and direction to SI Directors and their teams in managing a diverse portfolio of 10+ high-priority initiatives at varying stages of development. Ensure disciplined project governance, effective risk management, and timely delivery of measurable outcomes, leveraging the expertise of the Chief and other senior executives to drive organizational success
Oversee initiative performance through rigorous monitoring, outcome tracking, and executive-level reporting. Deliver actionable insights and recommendations to the Chief and senior leadership, enabling data-driven decision-making and agile adjustments to maximize impact
Champion enterprise-wide productivity measurement and performance management, embedding robust metrics and accountability frameworks into strategic initiatives and core operations to drive continuous improvement and operational excellence
Serve as a trusted advisor and strategic partner to the Chief, supporting broader organizational priorities and initiatives that advance the mission and long-term vision of Strategic Initiatives. Contribute to shaping enterprise strategy and fostering alignment across leadership teams
Cultivate a high-performance culture of innovation, collaboration, and accountability by promoting cross-team knowledge sharing and best practices. Ensure SI team members receive targeted coaching, mentorship, and professional development to strengthen organizational capability and leadership bench strength

Required

Experience working with data analytics and data visualization
Substantial experience with structured problem solving and project management
Ability to develop PowerPoint-type narratives with heavy data elements to influence and catalyze action by senior executives
Experience managing cost center (labor and non-labor expenses in excess of $1M annually)
Excellent communication and interpersonal skills
Excellent organizational and presentation skills
Demonstrated ability to work with all internal levels across the MTA's operating units
Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, the New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities
Demonstrated ability to work in a high-profile, high-pressure environment effectively
Demonstrated ability to communicate effectively with key internal and/or external stakeholders
Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility
Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible
Demonstrated analytical capabilities and quantitative skills
Bachelor's degree in Business, Transportation, Public Policy, or a related field from an accredited college
Minimum 15 years related experience (business improvement, management consulting, or commercial turnarounds), including at least 5 years in an executive leadership position in a large, multi-faceted, fast-paced organization
Minimum 5 years directly managing a team of professionals
Multi-year leadership or heavy participation role in productivity improvement/cost reduction programs in large companies (private or public sector)

Preferred

Master's degree in business or public administration
Experience in management consultant engagements
Familiarity with the MTA's policies and procedures
Familiarity with the MTA's collective bargaining procedures
