Financial Program Analyst
The U.S. House of Representatives is seeking a Financial Program Analyst to provide financial management services to House Members and staff. The role involves managing the consolidated billing program, analyzing financial data, and providing quality customer service to ensure accurate financial operations.

Responsibilities
Manage consolidated billing program and coordinate innovative and streamlined modernization processes
Collaborate with Federal agencies to incorporate G-invoicing process
Support PO, non-PO referencing, maintenance and miscellaneous payments
Support the House Finance Card program
Analyze financial data, processes, systems, policies, and regulations affecting accounts payable operations
Support internal and external audit requests, coordinates and validates documentation and data to ensure accuracy
Provide upper management with analytical data related to accounts payable performance objectives
Provide quality customer service to internal and/or external customers; ensure customers receive necessary information/data in a timely manner
Review data, services, and/or deliverables for completeness and accuracy; verify information/data entered into financial systems/software. Performs data reconciliation efforts when needed
Use financial systems/software to research and troubleshoot financial transactions as needed
Provide consultative solutions in response to customer inquiries, including advice/guidance on routine financial issues and documented financial procedures and processes
Recommend process and procedure improvements to increase performance and efficiency. Participate in/direct process improvement projects
Apply established methods to monitor, manage, and evaluate financial and program risks; seek guidance as needed
Develop, collect, and monitor data on a variety of metrics, such as processing timeliness, productivity, duplicate payments, and work volume. Obtain and analyze metrics to provide organization leadership with recommendations and information that drive resources allocation and support management decision-making regarding process changes and the need for new or changed guidance and instructions that contribute to continuous process improvement
Manage projects to support operational initiatives, team activities, and ongoing strategic programs (e.g., the Quality Assurance program)
Prepare written reports and analyses
Perform other official duties and special projects as assigned. May be responsible for supervising contracted staff or leading project teams (for a defined period of time) comprised of permanent and/or contracted staff
Qualification
Required
Minimum 3 years of experience serving as a Data Analyst or Financial Analyst
Minimum 3 years of experience working in accounting, accounts payable, financial management, and accounts receivable, with heavy concentration in program management and data analytics
Bachelor's Degree required in Finance, Accounting, or business related field. Specialized experience can be substituted
Strong command of Excel for tool development and performance metric management
Ability to analyze, reconcile, interpret, and present data, ensuring data integrity
Accuracy and attention to detail
Innovation, critical thinking, and troubleshooting skills
Knowledge of financial reporting and ability to prepare various financial reports
Ability to exhibit good judgment in organizing work and setting priorities

Preferred
Master's degree in a related field preferred
Subject matter expertise in PeopleSoft accounting modules
Experience with Coupa financial system
