SUPERVISORY HUMAN CAPITAL WORKFORCE ANALYSIS

USAJOBS is looking for a Supervisory Human Capital Workforce Analysis professional to serve as the principal advisor to the Director of SAF/CDM. Responsibilities

Plans, organizes, and directs the overall activities of the human capital program for all SAF/CDM
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management
Represents SAF/CDM with a variety of agency, command, and installation and functional area organizations
Performs strategic communication and recruitment efforts to advocate for organization
Oversee performance management to support SAF/CDM's strategic objectives, and bolsters employee management relations, including goal setting, performance tracking, awards program and feedback mechanisms

Required

U.S. Citizenship Required
All new DCIPS employees are required to complete a two-year DCIPS trial period
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement
This posn is subject to provisions of the DoD Priority Placement Program
Must be registered for Selective Service
Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
Employee must maintain current certifications

Position is designated Special-Sensitive, employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed
May be required to travel in military and/or commercial aircraft to perform temporary duty assignments
May be required to work irregular work schedules to satisfy urgent operational support requirements

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
Expert level ability to develop and execute strategic human capital strategies and initiatives that align with the overall Organizational business strategy and goals
Ability to develop and implement effective recruitment and retention strategies, including the use of data analytics to inform decisions
Comprehensive knowledge of best practices related to performance management, including goal setting, feedback mechanisms, and employee development
Knowledge of best practices in employee relations, including conflict resolution, employee engagement, and diversity and inclusion practices
Ability to lead and manage a team of human capital professionals, providing guidance, support, and mentoring to ensure high performance and engagement through proper communication both orally and in writing, clearly concisely and with technical accuracy
Ability to analyze, plan, and direct work operations of subordinate organizational segments to meet program requirements and objectives within available resources
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week
You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program
