Responsibilities

Assure the establishment of division goals on schedule, cost, scope, and budget by providing overall leadership to ensure commitments to and from customers/partners are met and project execution achieved
Interface internally and externally to assure that the division's effort results in quality services delivered on time and provided at a reasonable cost
Serve as principal advisor to top management officials on all aspects of the franchise human resources program, policies and practices

Required

Must be U.S. Citizen or U.S. National
All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment, or a trial period if hired under an excepted service appointment
A one-year supervisory or managerial probationary period may be required
Must successfully complete a background investigation
All new hires will be required to comply with federal ethics laws
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9
Obtain and use a Government-issued charge card for business-related travel
You must meet the following requirements within 30 days of the closing date of this announcement
For the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service
Specialized experience for this position is defined as experience in at least three (3) of the following Human Resources areas: Evaluating Human Resources programs, policies, and operational processes; Resolving multifaceted, sensitive, or precedent-setting issues; Leading Human Resources operational projects; Developing, approving, or overseeing Human Resources policy; Developing and implementing strategic goals; Providing consultative and advisory services to senior executives; Communicating strategic, business-oriented, and technical Human Resources information effectively
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment
