Transportation Engineering Associate I (61035880)
The South Carolina Department of Transportation is seeking a Transportation Engineering Associate I to perform construction inspections on assigned projects. The role involves ensuring compliance with construction plans, specifications, and standards while documenting observations and maintaining necessary certifications.

Responsibilities
Performs construction inspection on assigned projects as a certified asphalt, earthwork and base, pavement preservation, concrete, and foundations inspector
Assists with construction inspection, sampling, and testing when necessary advanced training or certification has not yet been obtained
Sampling and testing construction materials as required in conformance with the SCDOT Construction Manual
Ensures construction activity conforms to applicable provisions of the contract, construction plans, standard specifications, standard drawings, and the construction manual
Measures installed work for contractor payment
Maintains all current certifications through recertification classes and training requirements
Records and documents observations made while performing construction inspection on assigned projects
Notes any important conversations with contractors, utility company representatives, and citizens
Enters inspection documentation in construction forms when applicable, Site Manager Daily Work Reports, and other reports as required
Notes any issues that are encountered
Trains and becomes proficient in the use of Site Manager
Trains in the management of all phases of highway and bridge construction projects
Ensures inspection work is performed by qualified SCDOT personnel and that all necessary sampling and testing requirements are met on assigned projects
Ensures contractor submittal and certifications are received in a timely manner and logged as required
Monitors outgoing payments to contractor, ensuring payment is in compliance with the contract provisions and specifications
Conducts weekly project inspection for sediment and erosion control on assigned projects as a certified CEPSCI inspector
Ensures provisions of environmental permits are met on assigned projects by documenting deficiencies and notifying the contractor and RCE
Ensure deficiencies are resolved in a timely and appropriate manner
Maintains current certification through recertification classes and training requirements
Monitors workzones on assigned projects by performing regular inspections and completing weekly 600.02 forms (Workzone Traffic Control Review) for day and nighttime inspections as directed
Ensure traffic control devices are placed according to SCDOT and MUTCD standards and according to contract documents and plans
Notifies the contractor and direct supervisor or RCE of any issues that occur onsite and ensures conflicts are resolved in an appropriate manner
Maintains all current certifications through recertification classes and training requirements or works to become certified in Level 1 and Level 2 Work Zone Safety Training for Construction if not currently certified
Verifies contractor line & grade through the use of rod & level, GPS, total station, and by taking basic measurements with tape measures, bubble levels, etc
Ensures surveying is performed as per the SCDOT Construction Manual on assigned projects
Notifies the Contractor and RCE of an unauthorized deviation from the contract, plans, drawings and specifications
Qualification
Required
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management
Relevant experience may substitute for the educational requirement on a year-for-year basis
A valid motor vehicle operator's license is required
Certified asphalt, earthwork and base, pavement preservation, concrete, and foundations inspector
Certified CEPSCI inspector
Current certification through recertification classes and training requirements
Ability to perform construction inspection, sampling, and testing
Ability to measure installed work for contractor payment
Ability to record and document observations made while performing construction inspection
Ability to enter inspection documentation in construction forms and reports
Ability to train and become proficient in the use of Site Manager
Ability to manage all phases of highway and bridge construction projects
Ability to monitor outgoing payments to contractor
