Responsibilities
Independently evaluates comprehensive plans and plan amendments, and other documents submitted to the Department under Chapter 163, Part II, Florida Statutes. Prepare reports summarizing the issues, analyzing consistency with growth management laws, identifying strategies to achieve consistency with state laws and making recommendations for resolving issues with local governments and interested parties
Independently evaluates applications for development approval, development orders, and other documents submitted to the Department under Chapter 380, Florida Statutes, and implementing rules. Prepare reports summarizing regional issues, analyzing consistency with growth management laws, identifying mitigation strategies and making recommendations for resolving issues with local governments and interested parties
Provides technical assistance to local governments and communities on planning issues
May serve on one or more special state initiative teams
May serve as an expert witness in administrative hearings
Participates in interagency meetings and public meetings as the Department representative
Assists the Community Planning Manager with reviewing proposed Community Planning Technical Assistance Grant requests
Assists the Community Planning Manager in drafting scopes of work for grant agreements and coordinating with grantees as needed to finalize scopes of work
Works with Community Planning Technical Assistance grantee in monitoring the submittal of deliverables and assist with reviews and suggestions for draft deliverable submittals
Reviews Community Planning Technical Assistance Grant Deliverables for consistency with the scope of work in the approved grant agreement and make recommendations to the Community Planning Manager regarding consistency
Performs other duties as assigned
Qualification
Required
Knowledge of urban and regional planning concepts
Knowledge of the development process and permitting programs
Ability to communicate clearly and effectively both verbally and in writing
Ability to establish effective working relationships and negotiate effectively
Knowledge of Microsoft Office Suite and ArcGIS
Ability to apply planning methodologies, such as population projections
Ability to apply critical thinking for planning problems
Ability to independently exercise sound judgment performing duties
Ability to handle multiple tasks and manage time efficiently
Ability to provide technical assistance to local governments
Ability to travel and represent the Department on committees and provide effective presentations
