PROGRAM MANAGER I, OFFICE OF EMERGENCY SERVICES

The California Governor's Office of Emergency Services (Cal OES) is seeking a Program Manager I to assist in leading and overseeing the operational components of the IMAT Planning and Intelligence Section. This role involves coordinating with various agencies, developing strategies for incident response, and managing staff to ensure effective emergency preparedness and response activities.

Responsibilities

Assist the Plans Chief in leading, directing, and overseeing the operational components of the IMAT Planning and Intelligence Section’s day-to-day activities
Coordinate with local, state, and federal agencies, providing guidance and support to local agencies or other states in support of response efforts
Develop and implement strategies and tactics to achieve incident objectives
Lead and develop staff roles within the Plans Section and work with internal and external stakeholders
Ensure continuity of preparedness, response, and recovery activities, and develop and implement strategies and tactics to ensure documents are accurate
Formulate, implement, and administer departmental policies and objectives assigned to the IMAT in support of the ICS, SEMS, and NIMS structure
Supervise personnel assigned to the Planning and Intelligence Section, including implementation, monitoring, and evaluation of work products
Oversee projects to assist local governments in emergency preparedness efforts, manage design of projects, including their implementation, monitoring, analysis, and evaluation
Lead single-year and multi-year IMAT workplan development, implementation, performance monitoring, and evaluation
Participate in policy level discussion and advise the IMAT Team Lead on budget, management of budget preparation, monitoring, and analysis and personnel management
Be ready to deploy upon notification, adhere to all safety rules and exercise good judgment, model the way, and be a fiscally responsible steward of public funds
Build extensive relationships across all disciplines and jurisdictions, influence, and lead change in a learning organization
Maintain composure under pressure, practice and follow the incident management models during disasters and day-to-day operations
Function in a demanding and changing environment requiring decision making with independence while meeting short term deadlines and managing IMAT Planning and Intelligence Section assignments
Travel on short notice, work in the field or in a Joint Field Office, Area Field Office, Operational Area, Cal OES Administrative Region, State Operations Center, other field organization, and provide support as necessary

Required

Valid Driver's License (DL)
Completion of Form 700 within 30 days of appointment
Proficient in applicable tools, databases, and applications (i.e., Cal OES resource management, situational awareness, deployment systems, etc.)
Ability to make decisions independently while meeting short term deadlines
Ability to travel on short notice and work in various field locations
Experience in managerial and supervisory functions
Experience coordinating with local, state, and federal agencies
Ability to develop and implement strategies and tactics for incident objectives
Experience in formulating, implementing, and administering departmental policies and objectives
Ability to maintain composure under pressure
Ability to build extensive relationships across all disciplines and jurisdictions
Ability to influence and lead change in a learning organization

Preferred

Experience implementing the Incident Action Planning Process, including preparation of Incident Action Plans
Experience facilitating meetings and briefings before large audiences and senior executives
Ability to rapidly assess, evaluate, and draw conclusions from disparate information sources
Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and database management systems
Experience using Geographic Information Systems, data management systems, and other operational planning tools
Knowledge of the purposes, organization activities and basic legislation of the California Governor's Office of Emergency Services (Cal OES)
Knowledge of the purposes, organization activities and basic legislation related to Federal emergency management
Excellent communication and problem-solving skills
Demonstrated ability to establish productive working relationships with employees, executive leadership, and governmental entities
Flexibility and adaptation to perform under pressure, while focused on mission critical deadlines
Strong organizational skills with the ability to manage multiple projects effectively
