Sewer Contract Manager (Business Services Analyst Senior)

The International City/County Management Association (ICMA) is seeking a Sewer Contracts Manager to join their Environmental Services team. This role involves managing the full lifecycle of contracts, ensuring compliance, and overseeing financial assistants dedicated to payment and procurement within the Wastewater and Stormwater utilities.

Responsibilities

Organize, execute, and manage all phases of development, evaluation, negotiation and awarding of material and service improvement contracts in accordance with all rules and regulations
Oversee teams dedicated to procurement and payment functions, reconciliation, and tracking of revenues for Wastewater and Stormwater
Supervise employees, manages scheduling, and conducts performance review and evaluations
Collaborate with Budget Liaison to develop, recommend, and manage the biennium budget for sewer contracts
Build and maintain relationships with vendors, manufacturing representatives and contractors to maintain open communications and good working relationships
Analyze, research, and interpret complex policy, code, and legislative information related to contracts and purchasing

Required

Bachelor's degree in business management, accounting, public administration, finance, or a related field
Four (4) years preferred actively establishing, monitoring and/or negotiating contracts, adhering to procurement policies and procedures including review of invoices, and overseeing expenditures, preferably in the public sector or a utility
Communicates effectively by conveying a clear understanding of objectives and strategies
Develops and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences
Network internally and externally within the Wastewater and Stormwater workgroups and with other City Departments
Collaborate to build relationships and deliver customer-centric solutions that meet shared objectives
Ensures accountability by holding self and others accountable while planning and aligning work priorities to meet commitments and optimizing work processes to get work done effectively and efficiently
Demonstrates financial acumen by using analysis, forecasting, and evaluations of key indicators to act on strategic opportunities and ensure better business decisions
Organizational savvy: maneuvers comfortably through complex policies, processes, and people-related organizational dynamics
Ability to balance stakeholders by anticipating the needs, requirements, and expectations of multiple stakeholders

Preferred

Knowledge of local government purchasing policies and procedures preferred, especially strong experience in Ariba
