Associate Project Engineer
The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. The Associate Project Engineer will support the delivery and implementation of capital improvement projects, overseeing project development from planning to construction and coordinating with various stakeholders.

Responsibilities
Oversee the delivery of capital improvement projects through the project development process from planning/environmental phases to design and construction
Guide, monitor, and review the work of engineering and environmental consultants
Track project progress to ensure projects meet targeted milestones schedule
Track invoices and progress payments for the consultants and contractors on the projects
Manage consultant contracts, and the related scope of work and budgets for all phases of capital improvements projects
Develop Request-for-Qualification, and independent cost estimate for the procurement of engineering and construction management services
Assist in the procurement and management of construction contracts, including preparation of bid package, review of contract change orders and cost proposals
Coordinate with internal and external partners and project stakeholders on project issues and necessary permitting
Conduct and participate in project meetings, and prepare meeting agenda and meeting minutes
Develop and deliver presentations and briefings to internal and external stakeholders such as executives, commissioners, project development team members, partnering agencies, and the general public
Facilitate the drafting of contract documents and agreements, and the approval process
Perform other job-related duties and engineering assignments as needed or assigned by the Section
Qualification
Required
Equivalent to a bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental science, traffic or transportation engineering, construction management, urban planning or a related field
Five (5) years of increasingly responsible professional experience administering programs in a field related to assignment area
Possession of a valid California Class C driver's license and a safe driving record
Read and interpret engineering plans, specifications and estimates
Ability to become knowledgeable of all aspects of project development, delivery, construction, operations, and maintenance
Familiarity with standards, policies, regulations and procedures related to transportation design and project development in California
Use analytical skills to make decisions that produce high-quality results by applying skills and knowledge and calculating risks
Possession of project management skills, including project controls, budgeting, scheduling and contract administration
Effectively prepare and monitor project schedules
Strong oral and written communication skills
Exceptional organizational skills with the ability to coordinate multiple concurrent projects at the same time
Ability to adapt to changing priorities and deadlines
Ability to identify creative and strategic approaches to address potential project challenges
Complete assignments on time with minimal supervision while adding project value, and ability to collaborate in a team environment
Organize, analyze, and document technical and policy analysis using software programs as applicable
Utilize presentation skills
Ability to lead and attend meetings, at times in the field and at project sites, and identify and track action items
Understand and practice standard safety principles, especially when working in the field and follow all regulatory and MTC policies and processes
Preferred
Experience with Caltrans guidelines, policies, procedures and process for project development is desirable
A professional engineering license and additional years of relevant project delivery, construction, and/or project management experience are highly desirable
Benefits
Enrollment in CalPERS pension which requires a contribution from both the employer and you. Your contribution rate will be determined by CalPERS. The current contribution rate for PEPRA members is 7.25% and for Classic members the contribution rate is 7.004% of eligible earnings (as a pre-tax deduction).
Enrollment in CalPERS medical insurance with MTC covering 95.00% of the premium and you contributing 5.00% (as a pre-tax deduction) or you may waive medical insurance enrollment with proof of alternative medical coverage.
MTC provided public transit subsidy of up to $340 per month in accordance with MTC’s public transit program.
Accrual of 8 hours of sick leave per month.
Holidays off with pay when MTC officially closes for an observed holiday. You will also receive one floating holiday to be used for a culturally significant event in recognition that “official” holidays are not fully inclusive of various cultures and traditions.
No vacation will be accrued while you are filling this temporary assignment.
Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
Health Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).

Accrual of 8 hours of paid sick leave per month with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
Monthly Transit/Parking Subsidy of up to $325 per month in accordance with MTC’s public transit program.
Voluntary participation in employee-paid tax-advantaged retirement plan (two 457 plans offered)
