Technical Specialist II - III (Public Works)

Pasco Police Department is seeking a Technical Specialist II - III to conduct advanced engineering work for land development projects. The role involves reviewing plans, designs, and specifications for compliance with local regulations and providing technical assistance to staff and the public.

Law Enforcement

Responsibilities

Conducts stormwater review of development review applicants
Conducts reviews of right-of-way permit applications
Provides technical review of engineering design consultant's designs, plans, and drainage design documentation for land development projects for compliance with the Pasco County Land Development Code and the Pasco County Comprehensive Plan stormwater and right-of-way requirements
Generates written correspondence regarding development review submittal deficiencies and completeness within mandated deadlines
Reviews engineering drawings, reports and computer models using appropriate computer software, as needed, for compliance
Participates in meetings with the public, applicants, and/or their representatives to discuss compliance related issues
Provides recommendations and assistance to both staff and the public in implementing development regulations and policies
Plans, organizes, and carries out technical review, field and administration activities related to land development projects
Conducts field investigations on matters relating to land development regulations and permitting
Assists the public and staff both orally and in writing on matters relating to land development regulations and permitting
Prepares technical reports, summaries and/or supporting documents for Development Review Committee Meeting(s) and/or Board of County Commissioner Meeting(s)
Tracks, manages, and prepares weekly development review status reports
Performs other related duties as required

Required

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field
Three (3) years of experience directly related to the field of engineering to which the position is assigned for Technical Specialist II
Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Environmental Engineering, Water Resources or related field for Technical Specialist III
Four (4) years of experience directly related to the field of engineering which the position is assigned for Technical Specialist III
Must possess a valid Florida driver's license
Must possess a strong foundation in surface water hydrology, hydraulics, and associated computer applications, including but not limited to, Interconnected Channel and Pond Routing (ICPR) also known as Stormwise
Working knowledge of MODRET, PONDs, or similar recovery analysis software; ArcMap and Geographic Information System (GIS); horizontal and vertical survey data
Functional understanding of the Pasco County Land Development Code and Pasco County Comprehensive Plan as it relates to stormwater design and right-of-way requirements
Ability to read and interpret plans aerial photos, maps, and drainage design documentation
Knowledge of Florida Department of Transportation (FDOT) standards and specifications
Ability to prepare and submit clear and precise engineering and related reports both orally and written
Must possess a clear understanding of permitting regulations associated with the Southwest Florida Water Management District, Florida Department of Environmental Protection (FDEP) Stormwater Pollution Prevention, and U.S. Army Corps of Engineers
Ability to prepare presentations, respond to public and elected officials' inquiries, and coordinate with stakeholders and other County departments
Ability to coordinate assigned projects with other departments, agencies, and private parties
Ability to search historical documentation, platted items, and record drawings to produce accurate information
Ability to work independently to complete tasks, or other assignments as assigned
Must possess people skills in terms of dealing with internal and external stakeholders and citizens
Ability to communicate effectively using written, verbal and visual communication

Preferred

AutoCAD experience preferred
