Accountant III - DEPARTMENTAL ONLY

Responsibilities
Direct and participate in the establishment and maintenance of comprehensive fiscal processes, procedures, and controls fulfilling and complying with grant requirements, and auditing various financial documents for conformance with program regulations, goals and objectives
Create and monitor grant program budgets and related fiscal reports, ensuring grant audit compliance and adherence to allowable costs, adequate budgetary constraints/controls maintenance and report submission
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment
Maintain Accounts Receivable (AR) system records (e.g. reviewing transactions and payments, monitoring outstanding accounts, invoice/permit creation and processing)
Reconcile outstanding accounts ensuring AR balances represent accurate status of vendors and client accounts
Calculate and prepare invoices coordinating with departments (e.g. distributing and mailing)
Maintain AR reports and updating system and distributing reports
Monitor the posting of department expenditures and funds ensuring budgetary compliance and reporting significant variances to superiors
Assist with the compilation of fiscal year-end reports and data preparation for the annual external audit and the Schedule of Expenditures of Federal Awards (SEFA)
Contribute to the development of countywide policies and procedures for Grants and Accounts Receivable, assisting the Finance and Accounting Manager and identifying needs
Assist in establishing and implementing policies and procedures, promoting sound accounting practices and internal controls
Communicate with various County departments ensuring the accuracy and timeliness of financial transactions
Compile and prepare various financial/statistical reports for management using various accounting tools (e.g. enterprise software, MSOffice)
Ensure information confidentiality according to applicable state and federal laws/regulations
Maintain job knowledge and skills (e.g. research, meetings, workshops, webinars, seminars)
Attend Grant Committee meetings
Safely operate a motor vehicle when required to travel on County business
Report to work with regular, consistent attendance
Perform other duties as assigned and directed
Qualification
Required
Bachelor's degree from an accredited university or college in Accounting, Business Administration or Public Administration including at least 18 credit hours in Accounting
Three (3) years of accounting or auditing experience in a governmental setting
Valid driver's license and own transportation upon hire and maintained throughout employment
Completion of a pre-employment criminal check and conditional offer drug screen
Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis
Preferred
Experience with enterprise resource planning (ERP) financial software
