The State of Ohio is seeking a State Construction Pavement Engineer to lead the development and implementation of statewide pavement policies and quality assurance programs. This role serves as the primary technical resource for pavement administration, ensuring consistency across districts and supporting innovation in the field.

Responsibilities
Serve as the Staff Specialist for Pavements Administration, developing engineering policies for complex or unique problems with major organizational impact
Chair the Pavements Specification Committee, updating and distributing the State of Ohio Construction & Material Specification (C&MS) book and related standards
Conduct Technical Process Reviews (TPRs) and ensure consistent interpretation and enforcement of policies, specifications, standards, proposal notes, and supplemental specifications
Coordinate with FHWA and other states to research and incorporate best practices statewide
Act as the single point of contact for specifications for Districts, industry, and FHWA, providing expertise and monitoring for recurring issues
Develop and revise policies and directives based on field observation, testing, and ensure milestone dates and deadlines are met
Oversee contract administration and compliance, including site visits and discussions with end users
Develop Risk-Based Inspection Attributes and continually update specifications
Qualification
Required
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors
2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions)
if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license
Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643
if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license
Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration
