Engineering Technician Consultant (Utility Specialist)
The Louisiana Department Of Transportation and Development is seeking an Engineering Technician Consultant (Utility Specialist) responsible for utility relocations on State Projects in District 04. This role involves providing technical expertise, reviewing plans, and coordinating with utility companies to ensure compliance with design standards and regulations.

Responsibilities
Attend and participate in project-related meetings (pre-design, plan-in-hand, joint-plan review, preconstruction) and provide technical expertise on utility relocations
Review preliminary plans to identify potential design changes to minimize costly utility adjustments and determine right-of-way (R/W) needs
Prepare location lists, review R/W and construction plans, and calculate DOTD vs. utility company cost responsibilities for relocations
Estimate state costs, request funds in URTS, and review utility company plans to ensure compliance with design standards and regulations
Evaluate and approve relocation agreements, cost estimates, and contractor bids; request additional funds if needed
Coordinate with utility companies and consultants on relocation planning and assist municipalities with Utility Relocation Assistance Funds (URAF) requests
Meet with utility companies/consultants to resolve conflicts in facility locations and ensure proper design coordination
Work closely with DOTD Project Engineers to ensure relocation work follows approved plans and regulations
Resolve conflicts caused by utilities within construction areas, determine responsibility for extra work, and approve Utility Change Orders
Address utility issues affecting DOTD operations (e.g., illegal crossings, impeded maintenance, facility damages)
Manage communication and documentation, including agreements, cost allocations, revised/final plans, and program updates in URTS
Coordinate with freight-moving companies to ensure required utility clearances for transport permits
Perform special duties as assigned, including emergency/disaster support activities
Qualification
Required
Possession of a high school diploma or GED plus four years of sub-professional engineering experience
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus four years of sub-professional engineering experience
Twenty-four semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics
A bachelor's degree in engineering, engineering technology, construction management or construction technology
