Human Resources (HR) Instructional Designer - Training & Development Specialist 2
The Minnesota Department of Human Services is dedicated to improving the well-being and quality of life for all Minnesotans. They are seeking a Human Resources (HR) Instructional Designer to design, develop, and implement instructional materials that support workforce performance and organizational objectives within the department.

Responsibilities
Develop or update courses, instructional materials, and other digital learning content in alignment with adult learning theory for online, hybrid, and face-to-face delivery
Collaborates with subject matter experts and stakeholders to define learning objectives, ensure content accuracy, and translate complex information into clear, engaging, and accessible learning materials aligned with DHS priorities
Responsible for administering the courses in the Learning Management System, including managing course content, enrollments, assignments, communications, and completion reporting
Evaluate training effectiveness and update learning materials as needed to reflect changes in policy, systems, or business needs
Qualification
Required
Two (2) years of experience designing, developing, and delivering learning content
Proficiency with eLearning tools and platforms (e.g., Storyline, Rise, Articulate, Captivate, Camtasia), Learning Management Systems (LMS), and multimedia development (video, audio, simulations)
Understanding of instructional design principles, adult learning theory, and evaluation methods for training effectiveness
A Bachelor's degree in Instructional Design, Educational Technology, Adult Education, Human Resources, or a related field may substitute for one (1) year of experience
Preferred
Designing, developing, and delivering learning content in an HR or organization development context
Project management experience or certification
Variety of experiences working effectively with others from different backgrounds and cultures
