Management Analyst (Continuous Process Improvement)

DLA Careers is seeking a Management Analyst to support the Continuous Process Improvement (CPI) Branch within the Strategy and Performance Improvement Division. The role involves administering program management information systems, developing business process automation solutions, and serving as a liaison between stakeholders and development resources.

Responsibilities

Supports the CPI (Continuous Process Improvement) Branch within the Strategy and Performance Improvement Division for CPI implementation throughout Defense Logistics Agency (DLA)
Administers the organization's primary program management information system (e.g., SharePoint Online), responsible for user access, data integrity, and continuous enhancement
Designs, develops, tests, and deploys business process automation and workflow solutions using enterprise platforms, with a focus on the Microsoft Power Platform, ServiceNow, and/or other Robotic Process Automation (RPA) applications
Participates in Executive Planning Sessions, Project Identification and Selection Workshops (PISW), Value Stream Analysis/Map (VSA/VSM), CPI projects, and other activities as needed
Proactively identifies and implements innovative approaches to system utilization, including the integration of automation, AI-powered tools, and advanced analytics to improve team productivity and program outcomes
Serves as a critical liaison between program stakeholders and development resources
Translates qualitative business needs and user feedback into clear, well-documented technical requirements for automation and information system enhancements
Prepare draft briefings and reports on the status of the overall CPI Program for the Team Lead/CPI Officer to present to the DLA Executive Board, Alignment Group, and other Governance forums
Provides technical guidance, counsel, and coaching to DLA Leadership, Sponsors, Champions, and Master Black Belts (MBB), and Organizational CPI Program Managers as directed by the Team Lead
Assists in administering the terms and conditions to ensure contractor and government performance compliance
Assists in leveraging the Quality Assurance Surveillance Plan (QASP) to assess contractor performance
Provides technical guidance, counsel, and coaching to DLA Leadership, Sponsors, Champions, and Master Black Belts (MBB), Black Belts (BB), Green Belts (GB), and CPI event participants

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector
To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector
To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement
GS-11: Broad knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness such as CPI principles, theories and practices and their application to complex programs and/or projects; Possesses highly developed written and oral communication skills to effectively convey policies and practices at various management levels
GS-12: Working knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness such as CPI principles, theories and practices and their application to complex programs and/or projects; Assisting leadership with strategic alignment of projects within mission objectives, project prioritization and selection, metrics selection performance, and infrastructure support; Prepare sensitive briefings and reports, independently or as a member of a team
GS-13: Mastery of the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness such as advanced CPI principles, theories and practices and their application to complex programs and/or projects; Prepare sensitive briefings and reports independently. Ability to coach MBB, BB and GBs on program tools and elements. Mastery of management principles, concepts, and practices, and a comprehensive knowledge of DoD policies, regulations, and directives
