Project Health Safety Environment Manager

Responsibilities

Establish, implement, maintain, and continuously improve the project HSE Management System in alignment with OSHA, FTA, ISO 14001/45001, and internal standards
Lead hazard identification, risk assessments, and implementation of corrective controls
Support internal and external HSE audits and manage corrective and preventive actions
Develop and deliver HSE programs, policies, and training to meet project objectives
Engage project leadership, contractors, and field teams in HSE initiatives and safety culture
Investigate incidents and accidents, perform root cause analysis, and drive corrective actions
Monitor, track, and report HSE performance metrics to internal teams and customers
Conduct regular site inspections to ensure regulatory and policy compliance
Lead safety committees, toolbox talks, job safety briefings, and task planning activities
Manage HSE onboarding, contractor safety requirements, and customer-required training
Oversee HSE activities related to delivery, commissioning, and testing of rail cars and train control systems

Required

Bachelor's degree in Occupational Health & Safety, Engineering, or related field
5+ years of experience in an HSE Manager or similar leadership role
Experience developing and implementing HSE management systems and compliance programs
Proven experience leading staff or managing an HSE function
Strong knowledge of OSHA regulations and ISO 14001 / ISO 45001 standards
Experience conducting audits, inspections, and incident investigations
Strong communication, presentation, and training delivery skills
Ability to engage stakeholders across engineering, operations, and field teams
Proficiency with MS Office and related reporting tools
Valid, non-probationary driver's license
Ability to obtain TSSP and PTSCTP certifications within one year of hire

Preferred

Rail or transit project experience
OSHA 510 and/or OSHA 500 certification
BCSP professional safety certification
