Chief Human Resource Officer (CHRO)

Responsibilities
Oversee the employment process and provide administrative approval for hiring; lead clinician, physician, and management recruitment initiatives
Develop, maintain, interpret, and enforce human resources policies and serve as author and steward of the Employee Handbook
Provide coaching and guidance to management and supervisors regarding performance management and employee relations matters
Maintain in-depth knowledge of employment and labor laws to reduce legal risk and ensure regulatory compliance
Develop, administer, and oversee agency wage and salary plans, including Fair Labor Standards Act (FLSA) compliance; analyze and recommend compensation changes as needed
Coordinate and implement annual compensation review processes across organizational entities and fiscal cycles
Coordinate the development, review, and maintenance of job descriptions
Evaluate and recommend changes to employee benefit plans and oversee day-to-day benefits administration in compliance with applicable laws
Hire, supervise, evaluate, and develop HR staff to ensure effective delivery of human resources services; administer corrective action as necessary
Serve as a member of the management team, advising on short-term and long-range planning aligned with Hamilton’s strategic goals and growth objectives
Oversee Workers’ Compensation programs and facilitate the Return to Work process
Direct unemployment and leave of absence processes to minimize organizational exposure
Report on human resources matters to the Hamilton Board of Directors upon request
Develop and facilitate training programs for managers, supervisors, and staff addressing workplace performance and compliance issues
Serve as a consultant to leadership on advanced corrective action and performance matters; assist employees with the complaint process and conduct formal workplace investigations, as appropriate
Act as the primary point of contact for HR-related legal activity, including PHRC, EEOC, unemployment, and Workers’ Compensation matters
Oversee preparation and maintenance of the Affirmative Action Plan
Oversee preparation and submission of all required federal reports (e.g., EEO-1, VETS-100, Form 5500, non-discrimination testing)
Ensure compliance with Joint Commission Human Resources standards and maintain continuous survey readiness, including Medicare surveys
Oversee retirement programs for current and former employees
Oversee health and welfare benefit programs, working with external vendors to ensure effective administration and cost efficiency
Maintain current knowledge of employment laws, labor regulations, visa matters, and industry best practices to minimize organizational risk
Conduct full-cycle recruitment for leadership and provider roles, including J-1/H-1B coordination and HR credentialing and re-credentialing oversight
Develop, review, and update human resources materials, including policies, procedures, and the Employee Handbook; submit updates annually for Board approval
Provide guidance to ensure appropriate documentation is completed in accordance with HHC policies and federal and state regulations
Serve as staff liaison to the Personnel Committee of the Board of Directors, keeping the committee informed of key HR matters
Perform other related duties as required
Qualification
Required
Bachelor's or Master's Degree in Human Resources or a related field
Minimum of five years of progressive human resources experience, preferably in a senior generalist or leadership capacity
Preferred
Professional HR certification
Experience in healthcare, nonprofit, or FQHC settings
