Beachfront Management Project Manager (EHM II)
NEOGOV is seeking a Beachfront Management Project Manager for the Bureau of Coastal Management. The role involves performing technical reviews of permit applications, ensuring compliance with regulations, and providing guidance to local governments and the public regarding beachfront projects.

Responsibilities
Performs technical reviews of projects for compliance with the Critical Area Permitting regulations, Coastal Tidelands and Wetlands Act and the South Carolina Coastal Zone Management Program. Meets with applicants/consultants regarding the application process. Serves as a project manager for assigned geographical area of responsibility. Maintains comprehensive records within the ePermitting system, ensuring sites are updated and maintained with current and complete information for all applications and requests. Assists with permitting reporting as necessary
Reviews monitoring reports associated with permitted beachfront projects and documents summaries and findings within the appropriate sites in ePermitting. Evaluates results of annual contracted beach profile data collection to identify ongoing or potential erosion concerns. Stays current with the latest SC or southeast beachfront research or policy developments
Assists other staff with beachfront data collection and analysis to update the beachfront jurisdictional baseline and setback line. Participates in the planning and execution of public hearings or other meetings associated with beachfront projects or jurisdictional lines updates
Conducts site inspections to ensure compliance with the Critical Area Permitting regulations and Coastal Tidelands and Wetlands Act. Coordinates with SCDES BCM compliance and enforcement staff as appropriate on compliance issues warranting after-the-fact permitting or enforcement action
Provides professional and advisory services to local governments, consultants, land developers, citizens and other public officials; Represents the interest of SCDES BCM at meetings, hearings and court proceedings; speaks before organizations or groups; provides expert evidentiary testimony
Participates in emergency preparedness and response activities, and performs other duties as assigned
Qualification
Required
A bachelor's degree in the natural or physical sciences or a related scientific field
OR an associate degree in the natural or physical sciences or related technical field and at least one (1) year of environmental health or related experience
OR a high school diploma or GED and at least three (3) years of environmental health or related experience
Employee has the ability to become familiar with the SC Coastal Zone Management Program, including applicable statutes, regulations and program policies
Employee must have a high degree of written and verbal communication skills and must have the ability to assist people in a timely and professional fashion
Strong organizational skills are required
A valid SC driver's license is required
Field work and conducting site inspections, including boat trips, are required
Occasional overnight travel is necessary
Participation in emergency operations planning and response is also required when necessary
Preferred
Knowledge of the statutes, regulations, policies and information sources related to the SC Coastal Management Program
Knowledge of the federal Coastal Zone Management Act
Basic understanding of beachfront coastal processes
Experience utilizing GPS equipment and GIS software
