Responsibilities
Manage and evaluate materials diversion programs
Conduct regulatory, operational, and performance analysis
Support contract and grant administration
Assist with program budgeting and reporting
Provide direct leadership and oversight of the Scale House Team and the Solid Waste and Recycling Team
Supervise and coordinate the work of assigned staff
Plan and direct daily operations and program implementation efforts
Provide guidance and technical direction, evaluate performance, and foster collaboration
Work directly with residents, businesses, schools, haulers, and government agencies to maximize solid waste diversion from landfills
Develop reports, policies, and recommendations; track and analyze diversion data; support public education and outreach efforts; serve as a technical resource on waste reduction and recycling legislation
Qualification
Required
Full-time classified employee of the City of Napa
Expertise in guiding complex materials diversion programs
Ability to interpret evolving regulations
Experience working collaboratively with departments and the community
Strong analytical skills
Ability to interpret and apply complex regulatory requirements
Experience managing and evaluating materials diversion programs
Experience conducting regulatory, operational, and performance analysis
Experience supporting contract and grant administration
Experience with program budgeting and reporting
Leadership and oversight experience of teams
Ability to supervise and coordinate the work of assigned staff
Experience in planning and directing daily operations
Ability to lead program implementation efforts
