IT Business Systems Analyst
The State of Nebraska, Department of Health and Human Services, is seeking an IT Business Systems Analyst to join their IS&T Team. In this role, you will conduct business process analysis and design while providing systems support for automated business applications, acting as a liaison between business end users and application developers.

Responsibilities
Serve as a liaison between technical developers and Child Support Enforcement partners
Gather and analyze complex business processes and requirements
Communicate with DHHS personnel and external partners to gather business requirements for the CHARTS application
Participate in developing requirement specification documents and facilitate JAD sessions
Document business requirements and objectives, including functional workflows for software modifications
Review and recommend solutions proposed by programming staff for system changes or enhancements to management
Review system design documents and revalidate previously defined business processes
Investigate and resolve reported issues and concerns
Define and execute test scripts, document test results, report defects, and conduct retesting
Provide daily support to CHARTS application users, including prompt response to inquiries
Develop online Help, Release notes, and publications to assist front-line users
Qualification
Required
Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications
Must be located in Nebraska. This is not an out-of-state remote position
Knowledge of: system design and analysis; computers and electronics; basic arithmetic; needs assessment techniques; quality service standards; alternative delivery systems; customer satisfaction evaluation techniques; information requirements analysis; specification development and writing; prototype evaluation; principles and processes involved in business and organization planning, coordination and execution; design techniques, principles, tools and instruments; instructional methods and training techniques
Skill in: facilitation to solve problems; using math to solve problems; using scientific methods to solve problems; information gathering; conveying users perspective to technical people in technical language and technical perspective to users in non-technical language; using logic and analysis to identify the strengths and weaknesses of different approaches; identifying the nature of problems; conducting tests to determine whether equipment, software, or procedures are operating as expected; reading comprehension; active listening; reorganizing information to get a better approach to problems or tasks

Preferred
Child Support Enforcement experience and/or Business Analyst experience on a software development project
