Quality Improvement Epidemiologist
The Texas Department of State Health Services is committed to public health and is seeking a Quality Improvement Epidemiologist. This role involves leading performance evaluations and data management for maternal and infant quality improvement initiatives, as well as conducting advanced epidemiological research and analysis.

Responsibilities
Serves as a lead investigator for performance evaluation and data management of quality improvement (QI) projects (e.g., TCHMB). Provides research and evaluation consultation and technical assistance to maternal health and/or infant health program areas on epidemiological methods, research/surveillance design, and program evaluation and assessment of public health practices. Computes maternal and/or infant health outcome measures for evaluating hospital progress in implementing QI projects designed to reduce maternal and infant morbidity and mortality. Reviews and studies facility measures related to implementation of QI projects to ensure timely and accurate completion for evaluation. Maintain related data uploads and data dashboards. Conducts advanced qualitative and quantitative statistical analyses of statewide health outcomes for participating facilities vs. non-participating facilities to inform maternal and/or infant health programming. Develops and maintains hospital enrollment maps based on QI project. Prepares maternal or infant health QI data-related presentation slides and technical reports
Leads the study of facility performance based on neonatal and maternal levels of care designations, including measure computation and analysis. Develops, plans, designs, and implements research investigation, surveillance, evaluation, and assessment studies following emerging or standardized scientific protocols and policies; coordinates studies; collects, analyzes, and evaluates data; and communicates results
Designs and implements data collection and data management tools for infant and maternal health surveillance. Develops and maintains complex, detailed scientific protocols and operational manuals on all projects. Communicates all planned updates and changes to processes with DSHS management and leadership for approval
Work includes analyzing large data sets (e.g., birth and death records) and complex sample survey data. Conducts highly advanced and descriptive analyses on maternal and infant health factors, including disseminating results. Uses specialized software, such as SAS, Python, SQL, Tableau, and ArcGIS, to analyze and display data for presentations, reports, publications, dashboards, and other products. Contributes to written manuscripts and research reports based on these data for publication and/or dissemination
Performs scientific literature searches (traditional, internet, database) and reviews various types of materials including legislation, regulations, and scientific protocols and policies to help develop research proposals and to support on-going investigations/projects. Prepares articles, papers, and reports for publication, in-house distribution, and to support program management and other DSHS activities
Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, continuity of operations activation, and/or serving on the State Medical Operations Center team. Such participation may require an alternate shift pattern assignment and/or location
Qualification
Required
Graduation from an accredited college or university, with receipt of a master's degree in public health, epidemiology, statistics, or social science
One year or more experience analyzing data in SAS
One year or more experience with primary data collection and management
