Energy Management & Marketing Specialist (Resource Manager)

Responsibilities
Perform development and application of advanced resource optimization models to forecast long-term and short-term generation capabilities
Have subject matter expertise in integrating hydrological data, environmental considerations, and market dynamics into resource planning and operational strategies, including interpreting contractual language
Perform expert analysis and strategic recommendations to senior management on resource allocation, operational adjustments, and risk mitigation
Oversee comprehensive strategic impact analyses of generator and transmission facility outages on generation reserves and power scheduling capabilities
Support power scheduling, energy accounting, reports, and statistical information requests
Develop, formulate, recommend, and champion new strategic policies, practices, and procedures for reservoir and resource scheduling, FES obligations, inter-utiliy accounting, and external reporting
Serve as a primary representative for the Colorado River Storage Project and Loveland Area Project with external stakeholders (federal agencies, state governments, tribes, public utility commissions, industry partners)
Provide authoritative interpretation and application of federal energy regulations, environmental laws, and contractual agreements to guide CRSP operations
Lead initiatives for continuous process improvement and quality assurance in resource management and energy marketing
Proactively identify, champion, and lead the implementation of energy management software tools and trading platform configurations

Required
Must be a U.S. Citizen or National

Education cannot be substituted for experience
Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service
Specialized experience for this position is defined as having ALL of the following: Applying hydrological studies and how these impacts affect hydropower; Applying operational marketing activities, transmission systems and coordinating developing and maintaining scheduling activities within bulk electric system; AND Analyzing energy contracts and applying resource scheduling
