Responsibilities

Develop and execute a comprehensive business development strategy for DHS components (CBP, ICE, TSA,HQ)
Identify, qualify, and pursue new business opportunities across IT, cybersecurity, data analytics, and mission support
Build and maintain strong relationships with DHS stakeholders, industry partners, and teaming collaborators
Lead capture efforts, including win strategies, teaming, solution development, and proposal support
Collaborate with ECS technical, delivery and capture teams to shape solutions that meet DHS mission needs
Maintain a robust pipeline of opportunities and provide accurate forecasting and reporting to senior leadership
Represent ECS at DHS industry events, conferences, and forums

Required

Bachelor's degree required; advanced degree preferred
16+ years of experience in federal business development, with at least 5 years focused on DHS
Demonstrated success in qualifying large-scale DHS contracts ($50M+)
Deep understanding of DHS procurement processes, mission priorities, and organizational structure
Excellent communication, negotiation, and leadership skills
Ability to work independently and collaboratively in a fast-paced environment
Clearable US citizen

Advanced degree
5+ years of focused support of DHS
Strong network of DHS customer and industry contacts
Secret clearance or higher preferred
