Responsibilities

Assist the Division of Health Services in the ongoing management of health and behavioral health care services to offenders in the assigned region including but not limited to review and respond to offender inquiries and participate in sentinel events and critical incidents reviews
This position will support the overall development and revision of monitoring activities and will assist addressing areas of concern with the contract vendor. Will assist with the gathering of information for requests from internal and external sources
Assist in establishing and implementing departmental policies and procedures as they relate to medical and behavioral health services. Assist with relaying the information to facilities, other contract monitors and the vendor to ensure implementation at the facility level in a timely fashion
Collaborates and coordinates with the Medical Operations Administrator, Director of Health Services, Director of Mental/Behavioral Health Services, Classifications, Re-entry, Internal affairs and other IDOC Divisions to identify and address problems and ensure proper allocation of resources
Must preserve confidentiality of records and contract monitoring screens. Must be able to use discretion in dealing with facility staff, peers, and vendor’s employees and must maintain confidentiality of information and materials
Conducts scheduled and ad hoc audits at assigned facilities and completes performance monitoring activities including but not limited to chart reviews, inspection of designated areas review of designated documents, records information accurately and submits completed audit tools and other reports within the time frames established
Proactively identifies problems with vendors’ performance, reports findings to the Medical Operations Administrator, the Directors of Health Services and Mental/Behavioral Health Services as well as the facility administrative staff and monitors the vendor’s corrective actions
Serve as a liaison between the Central Office Health Services staff, facility operations staff and facility health and behavioral health care staff by providing feedback on problem areas, progress of corrective action, providing information on program or procedure changes that affect the facility and, when necessary, collaborating with facility IDOC and health services staff to ensure offender access to care
Participate in meetings including facility MAC meetings, quality assurance and other administrative meetings as directed, preparing reports and presentations if necessary
Assists peers with contract monitoring duties as necessary during scheduled and unplanned leaves of absence and when directed by the Medical Operations Administrator
Must be able to work independently, establish priorities and work sequences to meet deadlines

Required

Thorough knowledge of the Department's policies/procedures and executive directive
Thorough knowledge of correctional best practices including the need to identify and target medical, mental health and substance abuse needs and risks
Thorough knowledge of the principles of management and supervision
Thorough knowledge of sound correctional programs and security procedures
Thorough knowledge of applicable laws/rules/regulations and standards (i.e. ACA and NCCHC)
Thorough knowledge of correctional medical and mental health systems including intake processes and assessment tools
Considerable knowledge of the principles and practices of correctional medical and mental health standards
Ability to plan and implement program initiatives and performance measures
Above average ability to forecast, identify and resolve problems
Above average knowledge of the principles of strategic performance measurements and short/long term planning
