Human Resources Director

Garfield County Government is seeking a Human Resources Director to lead and coordinate the policies and activities of the County’s HR department. The role involves supervising HR staff, ensuring legal compliance, and developing employee programs to support the County's strategic goals.

Government Administration

Responsibilities

Collaborate with senior management
Plans and directs the activities of the County’s HR staff
Provides employee and supervisor counseling and support on performance related issues
Formulates, recommends, interprets, implements, and oversees compliance with all HR policies and procedures
Investigates and documents employee complaints
Assists supervisors and employees in interpreting and implementing employment and labor laws and County HR policies
Ensures ongoing legal compliance with all employment and labor related laws and regulations
Oversees the County’s talent acquisition and talent development programs and initiatives
Works closely with management as a strategic partner in an effort to enhance overall employee performance
Oversees the County’s performance management system
Conducts training needs assessments and develops comprehensive training programs
Proposes and oversees wage and benefits budgets
Ensures proper market position by conducting regular market assessments and cost/benefit analyses
Designs and administers County’s benefits package and pay plans
Leads vendor selections/negotiations
Develops and presents proposals on benefits and wage plan revisions, additions, and deletions

Required

Plans, leads, directs, develops and coordinates the policies, activities and staff of the County's Human Resources (HR) department
Assists all county departments and elected officials in recruitment, selection, training, development, and retention of a professional, public service-oriented workforce
Ensures compliance with all federal, state, and local employment laws and regulations
Develops and administers personnel policies and procedures, compensation and benefits systems, and other employee programs
Works with senior managers and elected officials to understand organization's overall strategic initiatives
Plans, leads, develops, coordinates, and implements policies, programs, processes, trainings, and initiatives to support organizations' stated goals
Provides guidance on best practices, legal compliance, talent management, organizational structure, and other HR-related topics
Plans and directs the activities of the County's HR staff
Develops department vision, mission, metrics, and goals
Hires, trains, supervises, and directs HR staff
Meets regularly with staff (team and 1-on-1 mtgs), establishes job responsibilities, develops individual short and long-term goals, conducts performance reviews, provides feedback and coaching as needed
Prepares and ensures adherence to department budget; determines allocation of resources
Ensures personnel records are appropriately maintained, retained, and destroyed
Provides employee and supervisor counseling and support on performance related issues
Formulates, recommends, interprets, implements, and oversees compliance with all HR policies and procedures
Investigates and documents employee complaints, at times in collaboration with the County Attorney's Office and/or outside legal counsel, and recommends appropriate action
Assists supervisors and employees in interpreting and implementing employment and labor laws and County HR policies
Ensures ongoing legal compliance with all employment and labor related laws and regulations
Oversees the County's talent acquisition and talent development programs and initiatives
Works closely with management as a strategic partner in an effort to enhance overall employee performance
