Appraiser I or II
Garfield County Govt. is seeking an Appraiser I or II to interpret cost, market, and income data for establishing market valuation of properties for taxation purposes. The role involves data collection, property inspections, and assisting in appraisal disputes while ensuring compliance with statutory guidelines.

Responsibilities
Performs essential job functions under close supervision
Develops the skills necessary to compile, organize and maintain real and personal property appraisal data, including data collection of real property sales, sales verification, computer sales reports, and other appraisal data collection necessary to complete valuations of real and/or personal property
Develops the skills and knowledge necessary to appraise real and/or personal property in compliance with the State of Colorado statutory appraisal guidelines and in conformance with office policy as directed by the Assessor, to include physical inspection of new and old properties, statistical analysis of market areas and maintenance of detailed files of valuation conclusions for specific market areas
Performs physical inspections of properties within the county due to new construction, demolition, historic property, property owner complaints, property protests and/or appeals, personal property audits, or other conditions which may require inspection
Computes and compiles real and/or personal property appraisals as requested
Provides assistance to Assessor, Deputy Assessor, Chief Appraiser and other Appraisers in the collection and analysis of sales data and other appraisal data as needed
Learn administrative skills to obtain knowledge of the entire office and be able to answer questions from the public
Learns and utilizes software programs, including, but not limited to, appraisal software, ArcGIS software, Microsoft Excel, and imaging software
Provides assistance to administrative staff to aid in completion of office tasks as necessary
Is present at office during appeal period to assist in providing information and documentation to property owners regarding valuation of individual properties or personal properties
Assists Appraisers in providing written documentation in property valuation disputes at County Board of Equalization hearings, Arbitration hearings, Colorado Board of Assessment hearings, and District Court of Colorado Court of Appeal hearings
Drives vehicles to perform one or more essential functions
Attends and successfully completes appraisal classes in order to obtain a Mass Appraisal License within two years of employment as required by statute
Reviews all work products to ensure highest level of quality
Under some supervision, performs all essential functions of the Appraiser I

Provides written documentation and oral testimony in property valuation disputes at County Board of Equalization hearings, Arbitration hearings, Colorado Board of Assessment hearings, and District Court or Colorado Court of Appeal hearings
Attends and successfully completes continuing education appraisal classes and maintains a Mass Appraisal License during entire term of employment
Performs other duties of a similar or related level as necessary or assigned, including but not limited to, oil & gas real and personal property, agricultural property, sand & gravel production, multi-family, golf courses, or other specialized appraisal assignments
