Senior Engineer - Utilities

Responsibilities
Develops, manages and administers surveys, geotechnical, architectural and engineering design contracts reviews design documents; and ensures project designs meet accepted engineering principals and Town construction standards
Prepares and presents project designs, budgets, cost projections, and construction schedules for review and approval
Obtain permits, agency approvals and other applicable authorizations for construction projects; prepare documentation and applications for needed permits such as health department, storm water and environmental resource permits; secure permits; evaluate, support and ensure permit conditions are satisfied; and ensure compliance with applicable regulations, standards and requirements
Develop and/or review and approve project work schedules; coordinate construction activities; conduct construction progress meetings; monitor work with targeted milestones and completion dates; prepare documentation of project progress and status
Inspect work throughout construction; may supervise an in-house and consultant inspection staff. Enforce quality assurance standards; ensure work meets construction specifications and construction standards; enforce Town, state, and federal regulations pertaining to work zone safety, environmental protection measures, and other construction requirements; and prepare inspection summary reports
Communicate and coordinate with contractors from planning through completion of projects; interpret plans, specifications, policies, and procedures; provide guidance and instruction; respond to contractor questions and requests; and resolve conflicts
Monitor project costs; track expenditures; review and approve billing invoices; maintain cost records
Utilize a personal computer, as necessary to perform essential functions, such as mathematical calculations, word processing, creating and utilizing spreadsheets, database, or other computer software. Operate assigned motor vehicle and general office and field equipment as necessary for field inspections, construction and various coordination meetings
Manage and/or design contract and construction documents which may involve defining scope of projects, conducting/managing engineering design, drafting plans/specifications, or preparing bid documents and contracts; facilitate or conduct computer-aided design (CAD) and drafting or development of drawings and designs
Perform general administrative and clerical duties in support of assigned responsibilities including preparing correspondence, entering, and retrieving data using automated information systems, and answering telephones
Perform field inspections of construction projects and public developments, inspect commercial and residential construction projects to ensure compliance with plans/specifications as approved by the Town; review construction permits to ensure construction plans meet approved plan specifications
Maintain a comprehensive, current knowledge or applicable laws, regulations, and standards; maintain an awareness of new construction methods, materials, inspection practices, trends and advances in the professional read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate
Interpret, explain, and ensure engineering compliance with applicable state, county, and Town codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as, approved construction plans; research Town codes, engineering standards, technical manuals, or other resources as needed; initiate any actions necessary to correct deviations or violations
Assists in Town emergency management/response under the Town’s Incident Command Structure during natural disasters
Oversee and manage the design, public bid solicitation, contract award and construction of utilities capital improvement projects. Assist in short and long-term planning, budget preparation and monitoring of utilities capital improvement program projects. Make recommendations and implement systems to improve processes and procedures
Assist with the oversight and management of professional consultant contracts; request proposals for assistance with design and management of utilities projects; review proposals and issue work orders; coordinate with consultants on project deliverables; review and process invoices
Review and update the terms for utilities construction and procurement contracts that adhere to federal and state statutes as well as Town of Jupiter purchasing policies
Identifies, prepares and presents grant opportunities to secure funding for various capital projects; administers awarded grants and ensures compliance with grant requirements
Coordinates with Field Engineering Technicians or other Utility staff as assigned to inspect projects under the Senior Engineer’s responsible charge in order to supervise and direct work taking place. Provides feedback to Supervisor for employee performance appraisals of Field Engineering Technicians or other Utility staff as may be appropriate to assist in their review of staff
Prepare documents for presentation to Jupiter’s Town Council and participate in public meetings
Conduct special studies and projects; conduct data collection, research and report preparation as required to present findings of special studies and projects. Perform constructability and value analysis reviews
Monitor distribution system operations including pressure and water quality and coordinate with field operations management to implement adjustments and improvements as needed to maintain regulatory compliance
Provide oversight and serve as the primary manager of the Water Utility's Cross Connection and Backflow Prevention program, valve and hydrant maintenance program, and others as needed
Make recommendations and implement systems to improve processes and procedures
Oversee, manage, and improve processes for day-to-day operations of utilities field and warehouse activities
Assist in short and long-term planning, budget preparation and monitoring of utilities field operations and maintenance; assist in short and long-term planning and implementation of utilities field asset maintenance and asset management. Conduct purchasing activities as required
Conduct special studies and projects; conduct data collection, research and report preparation as required to present findings of special studies and projects. Perform constructability and value analysis reviews
Negotiate terms for utilities field service agreements and maintenance/construction contracts. Negotiate and prepare change orders for construction contracts and coordinate with consulting engineers as needed. Conduct site inspections and oversee construction of various construction projects
May recommend the hiring, termination and promotion of staff
Respond to resident and/or customer concerns regarding Town infrastructure and other issues; investigate concerns, make examinations of conditions, make recommendations for corrective action to supervisor or appropriate Town representative; coordinate and communicate with residents and/or customers regarding concerns and corrective action; ensure corrective actions are completed correctly and in a timely manner
Provide oversight and management of Stormwater regulatory permits and other programs including, but not limited to FDEP’s NPDES, FDEP 4E Plan, Community Rating Service (assist Bldg Dept.), National Flood Insurance Program (assist Bldg Dept.), Local Mitigation Strategy, and private and commercial stormwater grants
Qualification
Required
Bachelor's degree in construction management, civil engineering, or a related field
Five (5) years of progressively responsible experience performing construction contract administration work and design project management
State of Florida Engineer Intern (E.I.) certification is required
Candidates not in possession of the State of Florida Professional Engineer (P.E.) license upon hire must obtain the license within two (2) years of the start date
Must possess and maintain a valid Florida driver's license. For application purposes, a valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver's license within thirty (30) days from the date of employment
Preferred
Master's Degree in Civil Engineering, Construction Management, or Business
State of Florida Professional Engineer (P.E.) license
