HRS System Performance Analyst
Coalition for the Homeless of Houston/Harris County is seeking an HRS System Performance Analyst to serve as a core analytical asset for the Homeless Response System. The role focuses on transforming system data into strategic insights to inform decision-making across leadership, programs, and community partners, while ensuring data integrity and providing actionable insights.

Responsibilities
Evaluate performance across housing and service interventions (e.g., PSH, RRH, CE, Outreach, Prevention) to identify trends, strengths, and areas for improvement
Analyze inflow, outflow, utilization rates, and outcomes to assess overall system health and efficiency
Develop portfolio-level reports and performance briefs to inform leadership, funders, and external stakeholders
Uphold data integrity standards by ensuring all reporting is based on validated HMIS and system-approved datasets
Respond to data and reporting requests from multiple departments, including the Executive Office, Development, Program Operations, and System Planning
Provide timely, accurate, and contextually sound insights that inform internal initiatives, grant reporting, and public communications
Collaborate across departments to ensure consistent interpretation of data while maintaining analytic independence
Serve as a trusted resource for leadership, supporting organization-wide decision-making with objective, data-driven analysis
Integrate HMIS data with external sources (e.g., Census, public health, criminal justice) to inform system planning, equity analysis, and investment strategies
Produce tailored analyses for local jurisdictions, philanthropic partners, and public funders to guide strategy and policy development
Identify system-wide trends and disparities that advance long-term planning for The Way Home
Develop accessible charts, dashboards, and visuals that clearly convey complex information to non-technical audiences
Contribute to internal and public-facing materials such as leadership dashboards, annual reports, and community briefings
Present findings to executives, community partners, and public officials with clarity and professionalism
Qualification
Required
Bachelor's degree in data science, public policy, public health, urban planning, social science, or a related field
3–5 years of applied experience in data analysis, performance management, or evaluation in housing, homelessness, or public systems
Advanced proficiency in Microsoft Excel for analysis and visualization
Demonstrated ability to work independently, manage multiple projects, and deliver high-quality, timely outputs
Exceptional written and verbal communication skills; ability to translate complex data into actionable insights for decision-makers
Strong professional judgment and commitment to confidentiality, accuracy, and ethical data use
Preferred
Familiarity with SQL and visualization tools (e.g., Power BI, Tableau, Looker)
Experience analyzing HMIS data and understanding HUD CoC performance measures
Knowledge of federal housing and homelessness programs (e.g., ESG, CoC, HOME-ARP)
Experience supporting cross-departmental projects or responding to requests from executive and development teams
Master's degree or equivalent advanced experience preferred
