Responsibilities
Develop and document business strategies, models, and cases
Elicit, analyze, and document functional and non-functional requirements
Produce project artifacts (business requirements, scope matrix, use cases, sequence diagrams, future-state proposals, UAT plans)
Perform complex business and systems process analysis and redesign
Assess process inefficiencies and recommend improvements
Support system conversions, upgrades, enhancements, and modernization
Collaborate with ITS technical teams on solution design and implementation
Guide QA/QC teams and assist with test plan development and execution
Manage stakeholder communications, expectations, and project updates
Serve as liaison between Business, Vendors, and ITS
Mentor team members and support knowledge transfer
Identify opportunities to improve adoption and customer satisfaction
Qualification
Required
84 months Business Analyst experience with NYS or municipal agencies, producing specifications aligned with PM standards and SSDLC
24 months NYSDOT experience OR experience with transportation systems
36 months data migration and legacy system modernization experience
36 months GIS experience (requirements gathering, reporting, mapping)
36 months Enterprise Asset Management (EAM) experience
60 months experience writing technical documentation and user guides
60 months written and verbal communication experience with diverse technical and executive audiences
36 months experience creating and maintaining data dictionaries
36 months experience integrating APIs and designing system architectures
Bachelor's Degree required
