Modernization and Capabilities Developer-Journeyman (Active TS-SCI Required)

Responsibilities

Attend relevant capability development activities including but not limited to DOTMPLF planning, integration and portfolio review boards, requirement analysis, gap analysis, and solutions analysis
Produce and provide input to strategic and operational planning documents (e.g., IPLAN, OPLAN/CONPLANs) and installations POM planning guidance
Perform Operational Assessments and Analysis to support dashboards, briefings, and reports that inform if the command is on-plan or off-plan
Plan and coordinate with Combat Development and Integration staff, including Marine Corps Integration Division and Capability Portfolio Manager staffs, Marine Corps Warfighting Laboratory, and Marine Corps Systems Command staffs to ensure mutual understanding of installation equities
Advise MCICOM G-5 on priorities of installation support and resourcing to capability development based on CD&I, PP&O, P&R, and other priorities
Analyze command relationships and make recommendations
Identify enterprise-wide stakeholders for directives revision and develop plans and methodology to solicit, gather, review, adjudicate, and incorporate stakeholder inputs, while producing options and making recommendations for MCICOM senior leaders, with minimum guidance, to start; stop; continue; or modify missions/ tasks or initiatives
Facilitate collaborative planning to fill gaps in support of facilities and services aligned to Joint Capability Areas
Conduct assessments relating to MCICOM’s Installation Core Business Model (ICBM) portfolio of services
Understand and advise to inform Facility Levers of Investment planning
Understand the Installation Core Business Model to include Common Output Levels of Service (COLS) and inform decision-making
Know the MCICOM’s Mission Essential Task List (METL) and performance measures for Marine Corps Tasks
Learn and apply the Plans, Programming, Budgeting, Execution and Assessment (PPBEA) process
Develop accurate and timely Program Objective Memorandum (POM) initial planning guidance
Support MCICOM participation in the CD&I planning and POM capital investments cycles by assisting with preparation of MCICOM materials for, attending meetings, and post-meeting analysis
Develop enterprise-level installation capabilities in support of force modernization requirements
Ensure installation equities are addressed in service directives, policy, doctrine, and contingency plans
Ensure product development aligns to Commandant’s Planning Guidance, National Defense Strategy, Defense Planning Guidance, and relevant campaign plans and strategy
Create/update/ review policy and doctrinal directives
Assist with ensuring the currency of relevant HQMC-level support agreements
Provide inputs to and assist with quarterly DRRS report assessments
Produce Semiannual Readiness Reports to Congress
Every 90 days, review DRRS report assessments to inform planning
Review and provide inputs for MCICOM’s review of Semiannual Readiness Reports to Congress
Review and provide inputs for MCICOM’s review of Commercial Risk Assessments
Review and provide inputs for MCICOM’s review of Annual Joint Assessments
Review and provide inputs for MCICOM’s review of Chairman’s Risk Assessments

Required

High level of technical expertise in the areas of Operations Research, Systems Analysis (ORSA), Data Analytics, and Data Science
Completion of DOD Service Level Intermediate Education
Military trained Operations Research Systems Analysis (ORSA) Professional Military Education
ORSA degree at the advanced graduate level, active completion of continuing education opportunities, and hands-on experience
Force Modernization and Capabilities Development and/or Acquisitions – related certification and / or related assignments
Master's Degree
Knowledge of and experiencing using Microsoft Business Intelligence and using Excel pivot tables and formulas
Experience developing and managing SPEAR (Strategic Planning, Evaluation, and Analytics for Resources) tool to optimize performance and strategic planning, posture decisions with real-time data analytics to inform decision-making, efficient resource allocation, and installation readiness
Staff Officer assignment General Staff 2 to 4 Star Level
Prior experience working military basing programs
Knowledge of and experience using Advana/ Juniper software
4 to 10 years of military experience supporting similar tasks
At minimum, a Bachelor's Degree
Knowledge of and experience using Microsoft Office software to include Teams, SharePoint, Word, Power Point, and Excel data management
Knowledge of and experience with Adobe Acrobat
Experience with information and knowledge management
Experience with preparing information papers and memorandums for the record
Experience with risk management, to include analyzing and writing risk narratives
DoD: 6 years (Required)
Ability to Commute: Pentagon, DC 20301 (Required)
