REGULATORY COMPLIANCE OFFICER
The City of Rocky Mount is seeking a Regulatory Compliance Officer responsible for ensuring compliance with federally mandated pipeline safety regulations involving natural gas. The role includes overseeing inspections, maintaining compliance manuals, and coordinating training for division personnel.

Responsibilities
Assists all division activities to ensure compliance with Federal and State mandated safety regulations, including scheduling and overseeing the inspection and maintenance programs for the Energy Resources Department
Oversees all division activities to ensure compliance with Federal and State mandated natural gas pipeline regulations, including scheduling and overseeing the inspection and maintenance programs for the natural gas distribution system including critical and non-critical valves, cathodic protection system, system pressure monitoring, leak survey, hazardous pipe crossings, casing reports, and odorization checks
Maintain and update all gas division manuals and department safety manuals associated with compliance of federal and state regulations and serve as liaison during audits and inspections. Submit regulatory reports required by PHSMA, NCUC, EIA, & OSHA
Serve as the Designated Employee Representative (DER) for the Gas Division and maintain Drug & Alcohol requirements for covered employees
Coordinate the completion of Operator Qualification tasks for Gas Division employees and contractor employees. Includes scheduling, evaluation, and documentation of employee computer based and field training, and reviewing and monitoring records for contract employees
Coordinate training between department and emergency response personnel for internal and external departments, such as fire and police, volunteer fire departments, and other emergency response organizations within our territory
Performs other related duties as assigned
Qualification
Required
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field, or experience in regulatory compliance/safety of 5 years or more
Experience in conducting inspections with regulatory agencies, such as OSHA, NCUC, or PHMSA
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated
Knowledge of and ability to interpret federal, state, and local natural gas regulations
Knowledge of and ability to interpret federal, state, and local occupational safety regulations, such as those associated with General Industry Trainer i.e. OSHA Instructor
Knowledge of training principles and techniques
Knowledge of the capabilities and use of audiovisual aids and other training tools and resources
Ability to develop, organize, and coordinate training activities
Ability to prioritize and organize work
Ability to evaluate and maintain accurate manuals and records
Skill in Microsoft Office applications
Skill in public and interpersonal relations
Skill in evaluating and establishing written policies and procedures
Skill in oral and written communication
Preferred
List any certifications pertaining to natural gas regulations or regarding safety (OSHA Competent Person or Instructor)
