The New York State Office of Mental Health is recruiting to fill a Human Resources Specialist 1/Human Resources Specialist Trainee position. The role involves participating in the development and implementation of personnel programs and providing technical assistance on human resource issues.

Responsibilities
Participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing and personnel management for facility operations or administrative programs
Independently plan, organize, conduct and coordinate work which will include: position classification, staffing, exam planning, and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues
Work directly with control agency staff on issues relating to agency personnel programs
Assigned to the Recruitment, Marketing, and Advertising Unit within the Bureau of Facility Personnel Services, responsible for performing a wide variety of recruitment, marketing, and advertising-related functions that support OMH facilities and programs across New York State
Coordinate and attend job and college fairs, and community/organization events to promote examinations and positions and develop recruitment, marketing, and advertising strategies to promote employment with OMH, encourage participation in civil service examinations, and identify candidates for non-competitive and labor-class positions
Qualification
Required
Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience
Candidates must have permanent competitive or 55b/c status as a Human Resources Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Human Resources Specialist 1 title; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law into the trainee levels (Human Resources Specialist Trainee 1 or 2)
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law who possess a Bachelor's degree will also be considered
Individuals with the score of 100 or higher on the 2022 holding of the PCO eligible list who are interested in this vacancy, but did not receive a canvass letter, are encouraged to apply
