Senior/Lead Regulatory Analyst, Certificates
Boardwalk Pipelines is a limited partnership operating in the midstream portion of the natural gas and natural gas liquids industry. The Senior Regulatory Analyst, Certificates is responsible for supporting the company’s regulatory strategy by preparing and submitting certificate applications, ensuring compliance, and serving as a liaison between regulatory authorities and internal stakeholders.

Prepare and submit certificate applications
Ensure the accuracy and timeliness of compliance filings
Provide clear project updates to internal teams
Develop innovative approaches to meet filing deadlines
Monitor and summarize regulatory rulemakings or issuances that may impact operations
Serve as a key liaison between regulatory authorities and internal stakeholders to maintain compliance and advance project objectives
Manage regulatory calendars, compliance deadlines, and multiple concurrent projects
Prepare filings, responses to data requests, and deliver clear regulatory guidance
Assess regulatory impacts on projects, acquisitions, mergers, and divestitures
Build and maintain relationships with FERC staff and internal teams
Monitor and analyze FERC eLibrary filings and industry developments
Participate in pre-filing projects, including coordinating meetings, reporting requirements, and cross-functional collaboration
Develop and implement process improvements aligned with regulatory policy initiatives
Provide training and guidance on regulatory matters to internal and external audiences
Coordinate across departments (Legal, Environmental, Engineering, Land, Accounting, and Business Development) to ensure compliance and timely execution of reporting requirements
Qualification
Required
Strong understanding of Federal Energy Regulatory Commission (FERC) regulations, including certificate applications under Section 7, abandonment procedures, and compliance reporting requirements
Knowledge of environmental and engineering considerations in pipeline projects, including resource report development and implementation planning
Ability to interpret and communicate regulatory changes, policy shifts, and rulemakings to internal stakeholders
Exceptional organizational skills to manage regulatory calendars, compliance deadlines, and multiple concurrent projects
Advanced written and verbal communication skills for preparing filings, responses to data requests, and delivering clear regulatory guidance
Analytical skills to assess regulatory impacts on projects, acquisitions, mergers, and divestitures
Strong interpersonal skills to build and maintain relationships with FERC staff and internal teams
Proficiency in monitoring and analyzing FERC eLibrary filings and industry developments
Ability to participate in pre-filing projects, including coordinating meetings, reporting requirements, and cross-functional collaboration
Experience in developing and implementing process improvements aligned with regulatory policy initiatives
Capacity to provide training and guidance on regulatory matters to internal and external audiences
Demonstrated ability to coordinate across departments (Legal, Environmental, Engineering, Land, Accounting, and Business Development) to ensure compliance and timely execution of reporting requirements
Minimum 5-7 years of experience in regulatory affairs, preferably involving natural gas pipeline projects
Proven track record in preparing certificate applications and managing compliance filings
Prior experience in a leadership or mentoring role is desirable; ability to grow into a managerial position
Strong written and verbal communication skills
Excellent organizational skills with the ability to manage multiple priorities
Flexible, dependable, and detail-oriented
Ability to multi-task and work independently with minimal supervision
Bachelor's degree in Business or related field
Proficiency in Microsoft Word and Excel
Preferred
Knowledge of NEPA processes (EA/EIS) and environmental permitting requirements
Working familiarity with Blanket Certificate, Replacement, and Maintenance project processes
Ability to assist with generating documents and materials for stakeholder outreach, including letters, presentations, and informational packets to support regulatory filings and project communications
