Comptroller- POD Team Lead - Internal to the Division ONLY
The Texas Comptroller of Public Accounts is seeking a Procurement Oversight and Delegation (POD) program Team Lead in the Statewide Procurement Division. This role involves overseeing day-to-day operations, establishing goals, and developing guidelines and policies for the section.

Responsibilities
Conducts solicitation reviews for the POD program to identify potential risks and provide recommendations towards the mitigation of those risks
Ensures that solicitations are consistent and compliant with statute, TAC, and the State of Texas Procurement and Contract Management Guide
Prioritizes delegation and Contract Advisory Team (CAT) solicitation reviews. Solicits and reviews comments from the CAT members
Reviews and finalizes all delegation and CAT review letters
Prepares for and facilitates quarterly CAT meetings, including scheduling, keeping minutes, and developing agendas
Distributes and balances workload among employees in accordance with established workflow or employee functions
Estimates and reports on expected time of completion of work, maintains records of work accomplished, time expended, and prepares production reports
Instructs employees on specific tasks and job functions; provides instructions and reference material
Provides input on team member performance to division manager for evaluation purposes
Tracks employee statistics and provides timely feedback
May assist with updates to the Contract Management Guide, training development, and other projects as assigned
Works with technical support to keep PODweb content and reference documents up to date
Manages the statewide collection of agency Procurement Plans
Performs other related duties as assigned
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree
Five years of experience with complex contract development, contract management, or contract review work
Experience researching and implementing statewide policy and legislative initiatives
Experience with project management, or supervisory experience which can include being a supervisor, manager or team lead
Must obtain Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) certification within six months of hire date
Preferred
Graduation from an accredited college or university with a post-graduate degree in Business Administration, Public Administration, Political Science, or Legal Studies
Experience with public sector contract development, contract management or contract review at a state agency
Experience with personnel management
