Responsibilities
Provide guidance and direction on subsystem functions, functional interfaces, electrical and mechanical interfaces, asset management and test equipment
Ensures all IT project integrations, including NG9-1-1, meet agencies requirements
Identifies, assembles, and reviews all Interface Control Documents
Identifies test cases targeted at interface validation, as well as testing interfaces in the Solutions Development Environment
Identifies appropriate sequence and scheduling of integration efforts for the subsystems
Qualification
Required
Strong understanding of OSI Layer 1–7 concepts, especially Layer 3 routing and Layer 4–7 service delivery
Experience integrating systems across multi-vendor environments (e.g., MSCI, NICE, Client, Cisco, Fortinet, F5)
Knowledge of NG911 Core Services (NGCS) integration points, including ESRP, ECRF/LVF, and CHS components
Strong diagnostic skills using tools like Wireshark, packet captures, syslogs, and SNMP traps for end-to-end troubleshooting
Familiarity with call flow validation, routing scenario testing, and production cutover support
Understanding of NIST 800-53, CJIS, and OTI Cyber Command cybersecurity frameworks
Experience implementing secure connectivity using IPsec VPNs, SSL/TLS encryption, and role-based access controls (RBAC)
Knowledge of network segmentation, firewall rule management, and intrusion detection/prevention systems
Minimum 12 years of experience in a particular technical and/or business application, product, platform, methodology
Preferred
Familiarity with Public Safety Answering Center (PSAC) infrastructure and redundancy models
Understanding of incident escalation, disaster recovery, and business continuity procedures
In-depth understanding of NENA i3 architecture and its components
Knowledge of ESRP, LIS, LoST, ECRF/LVF, and SIPREC standards for multimedia call processing
Experience working with PSAPs, CAD systems, logging, and GIS components within a 911 environment
