Financial Management Officer
USAJOBS is seeking a Financial Management Officer for the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project. Responsibilities
Performs Contracting Officer Representative (COR) duties for service or support contracts, including pre award planning, requirements development, market research, and post award oversight
Supports planning, programming, budgeting, and execution (PPBE) activities for the Department of War (DoW)
Ensures timely and accurate tracking and archiving of contractor deliverables and completion of Monthly Procurement Integrated Enterprise Environment (PIEE)-Surveillance and Performance Monitoring (SPM) assessments, and Contractor Performance Assessment Reporting System (CPARS)
Develops, coordinates, implements and maintains applicable budgets, plans, processes and policies for the DoW

Financial Disclosure Requirement: Required
This position requires DoD Financial Management Level 3 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C
Must possess 4 years of acquisition experience
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the NH-IV level, applicants must possess one year of specialized experience equivalent to the NH-III level or equivalent under other pay systems in the Federal service, military, or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement
Creditable specialized experience includes: Developing and tracking annual budgets, analyzing fiscal history, and ensuring efficient use of funds
Engaging with senior stakeholders to assess needs, resolve issues, and communicate organizational policies
Analyzing budget execution data, recommending adjustments, and preparing justification materials
Participating in pre-award activities such as requirements definition, acquisition planning, and contract formation processes
Collaborating with stakeholders to resolve budget discrepancies and facilitate best practices in budget execution
Interpreting and adapting DoW financial management laws, policies, regulations and program and fiscal guidance
