Economic Vitality Manager (Principal Administrative Analyst)
NEOGOV is part of the County of Marin, which is responsible for implementing policy direction and supporting public services. The Economic Vitality Manager will lead the development of a new countywide Economic Vitality Strategic Plan, convene diverse stakeholders, and support initiatives that link economic vitality with community well-being.

Responsibilities
Developing a New Countywide Economic Vitality Strategic Plan
Work with a consultant (starting spring 2026) to develop Marin’s new countywide Economic Vitality Strategic Plan
Help design and run a broad stakeholder engagement process across cities, towns, business, education, nonprofits, and community groups
Support data gathering, issue framing, and synthesis of community and partner input
Help shape a clear, actionable strategy that reflects Marin’s values, assets, and challenges
Serve as a convener that brings together County departments, Marin’s 11 cities and towns, and other external partners around shared goals
Support alignment across jurisdictions, chambers, education, and community organizations
Help translate big ideas into coordinated next steps
Support County efforts that link place, workforce, housing, culture, and small business
Contribute to early pilots, learning projects, and cross-department collaboration
Elevate the idea that economic vitality is about people, places, opportunity and innovation
Help advance a shared narrative about Marin’s future that balances preservation and progress
Support efforts to improve coordination, customer service, and problem-solving across departments
Qualification
Required
Any combination of education and experience that would provide the knowledge and skills listed in the class specification
Equivalent to graduation from a four-year college or university with major coursework in business or public administration, public policy, computer science or a field related to the work
Four years of experience in assignment area performing professional-level administrative, budgetary, operational or organizational analysis
One of the years of experience must have included functioning in a lead and/or project lead capacity
Experience in economic development, community development, or cross-sector collaboration
Strong research, communication, and facilitation skills
Data-informed decision-making balanced with community engagement
Passion for building vibrant, inclusive, and future-ready communities
Preferred
Experience with small business development, workforce issues, housing, placemaking, or local government is highly desirable
