Senior Developer/Junior Architect - Modernization Specialist

Responsibilities
Design Modernization Strategies: Develop comprehensive cloud modernization strategies and roadmaps tailored to federal compliance requirements, assess current infrastructure, identify optimization opportunities, and define migration pathways (lift-and-shift, refactor, re-architect, repurchase)
Design end-to-end solutions aligned with IRS and federal compliance guidelines, including secure network architecture, data governance frameworks, disaster recovery strategies, and high-availability configurations
Evaluate and Recommend Migration Approaches: Assess legacy applications and infrastructure to determine optimal modernization approaches (containerization, serverless, managed services), balancing performance, cost, security, and compliance objectives
Lead Technical Assessment and Planning: Conduct detailed Well-Architected reviews, cost optimization analyses, and application dependency mapping to inform modernization planning and architecture decision
Implement Security and Compliance Architectures: Design secure, FedRAMP-aligned architectures incorporating security services, identity and access management, encryption strategies, audit logging, and compliance monitoring for regulated data environments
Drive Infrastructure-as-Code and Automation: Establish and promote infrastructure-as-code (IaC) practices using CloudFormation, CDK, or Terraform to enable repeatable, scalable, and auditable infrastructure deployments
Collaborate Across Teams: Partner with application development teams, infrastructure engineers, compliance officers, and business stakeholders to translate business requirements into technically sound, compliant architectures
Provide Technical Leadership and Mentoring: Serve as the technical authority on best practices, guide internal teams through cloud adoption, and mentor engineers on modern cloud-native architectures and operational excellence
Optimize Cost and Performance: Analyze usage patterns, identify cost optimization opportunities, right-size resources, and implement reserved capacity strategies while maintaining performance and compliance requirements
Document Architecture and Design Decisions: Create comprehensive technical documentation including architecture diagrams, design decision records (ADRs), operational runbooks, and disaster recovery procedures for knowledge transfer and operational support
Qualification
Required
Deep hands-on experience designing and implementing production solutions across multiple services, with demonstrated mastery of compute (EC2, ECS, Lambda), storage (S3, EBS), databases (RDS, DynamoDB), and networking services
Cloud Modernization Experience: Proven track record architecting and delivering successful cloud modernization initiatives, including application refactoring, infrastructure migration, and legacy system replacements
Federal Compliance and Security: Comprehensive understanding of federal security requirements, FedRAMP compliance standards, data isolation practices, audit requirements, and ability to design architectures meeting IRS and government security standards
Infrastructure-as-Code Proficiency: Hands-on experience with infrastructure-as-code tools, including CloudFormation, CDK, and/or Terraform, with ability to establish IaC practices and standards
Networking and Security Architecture: Deep understanding of AWS networking (VPC, subnets, security groups, NACLs, VPN, Direct Connect), identity management (IAM, SSO), encryption strategies, and security best practices
Application Modernization Patterns: Working knowledge of modernization approaches including containerization (Docker, Amazon ECS/EKS), serverless computing, microservices architecture, and API-driven design
AWS Certification: Current AWS Solutions Architect – Professional certification (or equivalent senior-level AWS certification) demonstrating advanced architecture and design expertise
Programming or Scripting Skills: Proficiency in Python, Bash, or other scripting languages for automation, infrastructure automation, and integration tasks
Strong Communication Skills: Ability to communicate complex technical concepts clearly to both technical and non-technical stakeholders, including executives, compliance teams, and development teams
U.S. Citizen only
Must have some level of active security clearance (Public Trust, MBI, Secret, Top Secret, Top Secret/SCI)
Preferred
Active clearance granted by IRS highly preferred
FedRAMP Program Experience: Extensive experience designing and implementing FedRAMP-authorized solutions with demonstrated understanding of continuous monitoring, compliance documentation, and federal security assessment requirements
Multi-Cloud or Hybrid Cloud Architecture: Experience architecting hybrid cloud or multi-cloud solutions integrating on-premises systems while maintaining compliance and security posture
Advanced AWS Certifications: Additional AWS certifications such as AWS Solutions Architect – Expert, AWS Security Specialty, or AWS DevOps Engineer – Professional
Application Performance Monitoring: Familiarity with AWS operational tools including CloudWatch, X-Ray, Systems Manager, and third-party monitoring and observability platforms for complex distributed systems
Cost Optimization Expertise: Demonstrated success with AWS cost optimization, including Reserved Instance purchasing strategies, Savings Plans, and architectural cost-reduction initiatives yielding significant savings
Container and Kubernetes Expertise: Advanced experience with containerization technologies, Amazon ECS, Amazon EKS, and container orchestration patterns for modernized applications
CI/CD Pipeline Design: Experience designing and implementing continuous integration and continuous deployment (CI/CD) pipelines using services and industry tools (CodePipeline, CodeBuild, Jenkins, GitLab CI)
