Experience Design and Research Team Lead
Commonwealth of Massachusetts is seeking an experienced, collaborative, and purpose-driven Experience Design and Research (XDR) Team Lead to support a major workforce services and systems modernization effort. This role is central to the MassHire Innovation Project, focusing on designing and implementing a modern, integrated workforce system that enhances the experiences of jobseekers and employers.

Responsibilities
Lead experience research and design efforts to support the design and delivery of integrated, digitally enabled workforce services within a complex, multi-stakeholder public system
Help build and grow experience design and research capabilities over time, including contributing to hiring, onboarding, and capability development
Collaborate with EOLWD, MDCS, workforce board and career center leadership, vendors, and cross-functional teams to provide strategic guidance and leadership on constituent-facing initiatives, including the MassHire Innovation Project
Identify and prioritize opportunities to improve jobseeker, employer, and staff experiences and outcomes across digital and in-person touchpoints
Plan and conduct iterative, inclusive constituent experience research to inform service design and improvements, system design, and policy decisions
Create and refine experience artifacts such as journey maps, service blueprints, experience models, prototypes, and wireframes
Facilitate experience reviews, design workshops, and co-creation sessions with internal teams and external partners
Advocate for accessible, inclusive, and equitable design practices that meet the needs of diverse constituents across the Commonwealth
Coach and mentor team members and stakeholders on people-centered design and research methods
Collaborate closely with internal teams to plan, coordinate, and implement all facets of the MassHire Innovation Project, ensuring consistent communication, and effective execution of systemwide modernization efforts
Collaborate with statewide experience design and research communities of practice and digital service partners across the Commonwealth
Qualification
Required
8+ years of professional experience in digital product, service, or experience design
5+ years of experience leading or managing experience design and research teams
Experience working in complex government, public-sector, or large multi-stakeholder and regulated environments
Ability to build trust quickly with cross functional teams, frontline staff, and leadership
Strong systems-thinking skills and ability to navigate organizational complexity
Experience integrating new design practices without or little disruption to operations
Deep expertise in people-centered design, with hands-on strength in two or more core areas (e.g., service design, interaction design, experience research)
Demonstrated commitment to accessible, inclusive, and equitable design
Excellent facilitation, communication, storytelling, and stakeholder-management skills
Proven ability to coach, mentor, and grow high-performing teams
Strong consulting and change management orientation, with the ability to influence without authority
Comfortable presenting to leadership, guiding decision making, and ensuring alignment across departments
Ability to create transparency around design decisions and build a culture of continuous improvement
Enthusiasm for improving access to workforce and career services through modern technology and design practices
