Technical Relationship Manager
The City of Philadelphia's Office of Innovation & Technology (OIT) is seeking a Technical Relationship Manager to serve as the primary point of contact between OIT and assigned City departments. The role focuses on maintaining relationships, facilitating communication, and ensuring alignment between departmental needs and OIT's technology solutions.

Responsibilities
Maintain ongoing working relationships with departmental IT managers, business leaders, and key stakeholders
Facilitate structured intake and discovery sessions to understand operational and technical needs, desired outcomes, and constraints
Translate departmental needs into clear intake summaries, problem statements, and solution pathways
Ensure departments review available OIT products, services, and reusable solutions prior to initiating new build or buy efforts
Identify opportunities to reuse existing OIT or in-house solutions to reduce duplication and improve efficiency
Coordinate departmental participation in pilots and support adoption following launch
Track relationship health indicators, risks, open issues, and follow-up commitments, ensuring timely resolution
Prepare written communications, status updates, and documentation for both technical and non-technical audiences
Participate in program-wide processes, documentation standards, and continuous improvement efforts
Perform other duties as assigned
Qualification
Required
Bachelor's degree in Information Technology, Business Administration, Public Administration, or a related field, or equivalent experience
Minimum of 3–5 years of experience
Strong interpersonal and relationship-building skills
Ability to analyze business processes and articulate technical needs clearly
Ability to communicate complex technical information in plain language
Experience working across organizational boundaries with multiple stakeholders
Strong organizational skills, attention to detail, and follow-through
Preferred
Experience in public-sector or enterprise IT environments
Familiarity with shared services, service catalogs, or technology intake processes
