Responsibilities

Drive strategic contract growth in partnership with Operation Leaders by identifying, developing, and scaling new contract opportunities that increase BDI’s capacity to employ and serve more individuals with differing abilities
Lead end‑to‑end contract lifecycle management for federal, state, commercial, AbilityOne, and Georgia State Use contracts
Draft, review, redline, negotiate, and execute contracts, amendments, task orders, and modifications
Maintain a centralized contract repository; manage renewals, option periods, and required deliverables
Interpret and apply FAR, DFARS, SCA, AbilityOne regulations, Georgia State Use guidelines, and Georgia Purchasing policies
Serve as the agency’s subject matter expert on AbilityOne and Georgia purchasing regulations and State Use Program requirements
Evaluate solicitations (RFPs, RFQs, IFBs, Sources Sought, RFIs, state procurements, GSA) to determine eligibility and strategic alignment
Coordinate go/no‑go assessments with Operations and Finance
Support BDI’s long‑term organizational growth strategy by building contracting infrastructure and systems capable of sustaining the agency’s planned expansion to serve significantly more participants
Leverage emerging technologies—including AI‑enabled contract review tools, automated workflow platforms, and advanced analytics—to increase accuracy, efficiency, and scalability within the contracting function
Assess, recommend, and implement contract management technologies that support organizational expansion, improve operational capacity, and enable BDI to manage a larger portfolio of mission‑critical contracts
Champion innovation and digital transformation in contract management to ensure the department is prepared to support BDI’s rapid program growth and expansion of services for individuals with disabilities
Ensure compliance with the Service Contract Act, including wage determinations, fringe benefits, price adjustments, and documentation
Oversee compliance with AbilityOne Commission regulations, SourceAmerica requirements, 41 CFR Chapter 51, and NPA standards
Monitor Georgia State Use rules, ratios, purchasing guidelines, and required reporting
Ensure adherence to Georgia Purchasing Policies & Procedures Manual (GPM) and other governing SPD policies
Prepare technical and narrative volumes for bids, proposals, SourceAmerica projects, and AbilityOne submissions
Conduct internal audits, develop corrective action plans, and implement contract compliance controls
Lead development of technical, management, past performance, pricing, and compliance documents for bids and proposals
Draft and negotiate proposals, pricing models, and commercial contract terms, in collaborations with Operations Leaders
Develop compliant, competitive cost models including wage determinations, CPI‑based price adjustments, and locality labor analysis
Oversee all pricing development, documentation, and participate in federal and state price negotiations
Ensure alignment between technical, cost, and compliance components of all submissions
Collaborate with Operations Leaders on the development of new contracting opportunities and expansions across federal set‑aside programs, AbilityOne, and state/local markets
Collaborate with Operations Leaders and People, Finance, and Culture Teams conversions of federal set‑aside contracts to AbilityOne opportunities, including regulatory assessment and labor ratio planning
Support SourceAmerica project development, capability assessments, and NPA qualification documentation
Serve as the primary contract liaison with SourceAmerica, Georgia State Use Program / GIB, Federal and State Contracting Officers, and Commercial clients
Provide contract interpretation and guidance to operations, HR, payroll, and executive leadership
Lead, mentor, and develop contract managers and compliance staff to support growth, accountability, and excellence
Set the standard by creating and maintaining practical policies, SOPs, and training tools that bring clarity, confidence, and compliance to everyday work
Model and cultivate behaviors that promote trust, accountability, and disciplined execution, ensuring regulatory excellence through strong team engagement
Mentor and elevate staff through modern tools and technologies in technical writing, SCA understanding, proposal development, and confident contract interpretation

Required

Bachelor's degree in Business Administration, Contracts Management, Public Administration, Legal Studies, or related field
7–10 years of progressive government contracting or nonprofit NPA experience
Minimum 5 years direct experience with SourceAmerica and AbilityOne contracts
Required certifications: NCMA CPCM, CFCM, or CCCM
Expertise in: Federal contracting (FAR/DFARS), Service Contract Act compliance, Federal set‑aside programs (e.g., 8(a), SDVOSB, HUBZone), Conversions of federal set‑aside contracts to AbilityOne, Pricing, cost analysis, and contract negotiations, Option-year negotiations and price adjustment strategies
Experience supporting facilities management, custodial, grounds, mailroom, switchboard, contact center, or similar service contract environments
Strong knowledge of government procurement processes and SCA regulations
Exceptional technical writing, redlining, and negotiation skills
Ability to translate complex regulations into actionable guidance
Proficiency with contract management systems and advanced Excel modeling
Strong leadership, communication, and team‑building abilities
High integrity, attention to detail, and sound judgment

Preferred

Master's degree preferred (MBA, MPA, JD, or similar)
Strong preference for experience with Georgia State Use Program contracting
