Responsibilities

Research and interpret OPM regulations, directives, and federal workforce legislation
Draft new HR policy documents and update existing HR policies to ensure compliance with government-wide standards
Develop job aids, SOPs, and HR policy manuals for distribution
Provide policy and advisory support to leadership, HR professionals, and program managers
Advice on the impact of new regulations, executive orders, and OPM guidance on operations
Participate in working groups, policy forums, and interagency initiatives
Monitor HR policies and practices across components to ensure alignment and compliance
Conduct policy reviews and evaluations to identify gaps, risks, and areas for improvement
Prepare reports, white papers, and policy briefings for senior executives
Support workforce modernization initiatives by aligning HR policies with strategic human capital goals
Recommend policy changes that promote workforce agility, talent acquisition, and succession planning
Contribute to workforce communications to ensure staff understand new or revised policies

Required

Bachelor's degree in human resources, public administration or related field
Minimum 8–10 years of HR experience, with at least 5 years in federal HR policy development or advisory roles
Strong knowledge of OPM regulations, Title 5, and executive HR policy frameworks
Demonstrated ability to draft, review, and implement HR policies in a federal environment
Proven track record of providing advisory support to executives and senior leaders
Proficient with Microsoft 365 Suite, HR systems (e.g., eOPF, HR Connect), and secure communication platforms (Teams, Adobe Connect)
Exceptional written and verbal communication skills, with ability to prepare executive-level correspondence
Strong judgment, discretion, and ability to manage sensitive personnel data
Ability to balance compliance with innovation in shaping HR policies
Skilled at building consensus across HR teams, components, and federal stakeholders
High attention to detail with ability to manage competing priorities under tight deadlines
Collaborative and consultative approach to working with senior stakeholders
Ability to obtain and maintain Public Trust clearance

Preferred

Prior experience supporting OPM, or other cabinet-level federal agency in HR policy and development
Knowledge of recent federal workforce modernization initiatives and executive orders
Professional certifications in HR (e.g., SHRM-SCP, HRCI SPHR, IPMA-CP)
