Information Technology Specialist 2
The New York State Thruway Authority is seeking an Information Technology Specialist 2 to analyze workflows and IT systems while developing and monitoring IT budgets. The role includes managing IT contracts, coordinating purchasing activities, and providing technical direction for IT staff.

Responsibilities
Analyze and document workflows, data flows, and IT systems to recommend solutions that align with program objectives and budgetary requirements
Develop and monitor IT budgets, procurement, track expenditures, and ensure compliance with financial policies. Prepare reports and support budget and procurement processes
Manage the full lifecycle of IT hardware and software contracts including coordination, compliance monitoring, and audit preparation. Ensure adherence to regulatory and organizational mandates
Coordinate IT purchasing activities, prepare RFPs/IFBs, and support project rollouts through resource scheduling and logistical planning
May develop IT compliance standards. Participate in audits, IT records retention, IT work plan, IT disaster recovery planning, and business continuity initiatives
May design and deliver training for IT staff and end-users on administrative systems, financial processes, and compliance requirements. Maintain accurate documentation
Provide technical direction and oversight for IT administrative and support staff, including performance evaluations, probation, and timekeeping
Qualification
Required
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 16 or above and eligible for transfer under Section 70.1 and/or Section 52.6 of the NYS Civil Service Law
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science
A bachelor's or higher-level degree in any field and one year of experience in information technology
60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of professional experience in information technology
Two years of professional experience in information technology
Legally eligible to work in the United States at the time of appointment and throughout your employment with the New York State Thruway Authority
