Telecommunications Specialist III - Cabling Engineer
The State of Utah is seeking a Telecommunications Specialist III - Cabling Engineer to help plan, coordinate, and implement telecommunications infrastructure. This role involves ensuring compliance with industry standards and providing architectural oversight for structured cabling and fiber-optic networks across various state agencies.

Responsibilities
Develop, oversee, and maintain telecommunications architecture for structured cabling, ISP/OSP fiber systems, and associated infrastructure
Review and approve architectural and engineering plans, recommending modifications to ensure standards compliance and technical integrity
Identify architectural risks and develop mitigation strategies
Maintain accurate documentation, including as-builts, cabling test results, network drawings, and technical specifications
Ensure compliance with NEC, building codes, safety regulations, fire codes, ANSI/TIA standards, and industry best practices
Stay current on evolving technologies, standards, and regulatory requirements through continuous training and professional development
Provide guidance to contractors, engineers, and project teams on structured cabling design, fiber-optic systems, pathways, bonding/grounding, and firestopping requirements
Design structured cabling systems for new and existing facilities, including backbone and horizontal pathways
Plan and design telecommunications rooms, equipment spaces, pathways, grounding/bonding systems, and firestopping provisions
Produce design schematics, construction drawings, and engineering documentation
Coordinate ISP infrastructure solutions with architects, engineers, consultants, vendors, and internal technical teams
Design underground and aerial fiber routes, cable sizing, counts, and fiber records
Develop and maintain route maps, base maps, permit drawings, and as-built documentation
Review field conditions and engineering drawings to identify conflicts and engineering challenges
Oversee OSP construction activities to ensure quality, safety, compliance, and implementation of project standards
Evaluate fiber test results, ensuring adherence to network performance requirements
Support emergency restoration efforts for fiber damage, outages, or environmental impacts
Develop project scopes, budgets, schedules, and manage expenditures
Plan and design fiber network topology, including routing, splice plans, capacity planning, and system design
Conduct site assessments and support permitting, zoning, and environmental processes
Maintain engineering documentation using GIS and proprietary design platforms
Assist installation teams by clarifying design intent and resolving engineering issues
Support material planning, equipment selection, and construction coordination
Collaborate with state agencies, civil engineering firms, network engineers, construction teams, and design consultants
Support the use of existing infrastructure (e.g., UDOT ATMS fiber) for custom agency connectivity solutions
Produce accurate KMZ files for fiber route mapping and long-term records
Communicate complex technical concepts clearly to both technical and non-technical stakeholders
Align technology strategy with business goals and organizational priorities
Assists in project execution from planning through implementation
Manage competing priorities, project risks, timelines, and resources to ensure successful delivery
Review cost estimates, statements of work, vendor proposals, and contractor deliverables for accuracy and compliance with DTS standards
Qualification
Required
Three or more years of experience in telecommunications design, including ISP and OSP cabling systems for single or multi-building environments
Knowledge of structured cabling, fiber-optic engineering, ISP/OSP standards, and industry best practices
Strong understanding of dark fiber, metro fiber, long-haul fiber, carrier networks, and fiber installation/maintenance methods
Proficiency with GIS tools and telecom design software
Ability to read, interpret, and produce engineering drawings, fiber maps, and construction documentation
Strong analytical, organizational, communication, and multitasking abilities
Demonstrated ability to lead architectural efforts during both design and construction phases
Knowledge of BICSI, TIA/EIA standards, and regulatory frameworks
Government or public-sector experience is a plus
