Director People Operations
Flournoy Health Systems is seeking a Director of People Operations to provide strategic and operational leadership for the People function. This role involves overseeing people operations, talent acquisition, total rewards, learning and development, and ensuring alignment of people strategies with business objectives.

Responsibilities
Partner with executive leadership to align people strategy with business goals, growth plans, and organizational priorities
Serve as a trusted advisor to senior leaders on workforce strategy, organizational design, and people-related risk
Lead, coach, and develop People Operations leaders and teams across multiple functional lanes
Establish clear operating models, roles, and accountability across the People function
Provide oversight of employee lifecycle processes, including onboarding, offboarding, employee data management, and HR operations
Ensure HR systems integrity, data governance, and scalable operational processes
Lead continuous improvement efforts to enhance efficiency, accuracy, and employee experience
Ensure consistent application of people policies and practices across business units and locations
Oversee talent acquisition strategy and execution in partnership with business leaders
Ensure recruiting processes are scalable, compliant, and aligned with workforce planning needs
Monitor hiring outcomes, metrics, and time-to-fill to support business growth and talent quality
Provide strategic oversight of compensation, benefits, leave management, and workers’ compensation programs
Ensure compliance with applicable federal, state, and industry-specific regulations
Partner with finance and leadership on compensation planning, budgeting, and pay practices
Oversee audits, filings, and regulatory requirements related to people programs
Oversee learning and development strategy, including onboarding learning, role-based development, leadership programs, and compliance training
Partner with leaders to strengthen manager effectiveness, performance accountability, and leadership capability
Ensure development programs align with business needs and succession planning efforts
Lead culture and engagement strategy, including orientation, recognition, internal communications, and employee listening
Oversee employee engagement surveys, pulse checks, and feedback mechanisms
Translate engagement data into actionable insights and organizational interventions
Champion company values and foster an inclusive, high-performance culture
Oversee People Business Partner support to leaders across performance management, talent processes, and organizational change
Ensure employee relations matters are handled fairly, consistently, and in compliance with company policy and legal requirements
Partner with legal counsel as needed on complex or high-risk people issues
Anticipates and resolves complex people, operational, and organizational challenges in the workforce
Balances business needs, employee experience, compliance, and risk management when evaluating solutions
Drives data-informed decisions to improve people outcomes, operational efficiency, and organizational effectiveness
Exercises significant independent judgment in setting people strategy, operational priorities, and functional roadmaps
Authorized to make decisions impacting people programs, processes, and budgets within approved governance
Escalates material risk, legal exposure, or organizational impact decisions to executive leadership as appropriate
Directly manages People Operations leaders (Managers and/or Senior Managers) across multiple functional areas
Indirectly supports employees and leaders across the organization, including executive leadership
Operates in a complex, fast-paced, and centralized environment requiring cross-functional collaboration and confidentiality
Responsible for balancing strategic initiatives with day-to-day operational excellence
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field
10+ years of progressive HR experience, including leadership roles within People Operations or HR
5+ years of experience leading HR teams across multiple functional disciplines
Proficiency with HRIS/ATS platforms (paycom, workday, ADP etc.) and Microsoft Office tools (Excel, Word, Outlook, Powerpoint)
Strong knowledge of employment law, compliance, and HR operational best practices
Experience leading organizational change, workforce planning, and people strategy at scale
Proven ability to partner with executive leadership and influence business outcomes
Ability to travel up to 30% between company sites to support leaders, teams, and business operations
Preferred
Master's degree
SHRM-CP, SHRM-SCP, PHR, or SPHR certification
Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or equivalent project management certification
Demonstrated experience in healthcare or other highly regulated industries
