Veterans Ombudsman Specialist

The State of Wisconsin is seeking a Veterans Ombudsman Specialist to advocate for the interests of long-term care consumers, particularly veterans. The role involves conducting investigations of complaints related to long-term care services and providing education and assistance to older adults and their families.

Responsibilities

Conduct professional investigations of complaints pursuant to the federal Older Americans Act (OAA), Section 712, related to the care and treatment of individuals residing in long-term care facilities (nursing homes, community-based residential facilities, residential care apartment complexes, adult family homes) including Wisconsin Veterans homes
Conduct professional investigations of complaints related to services provided to older adults under the Family Care/PACE/Partnership/IRIS Medicaid waiver programs
Participate in Title XVIII, Title XIX, and U.S. Department of Veterans Affairs (VA) certification surveys, as specified by federal law
Provide technical assistance regarding VA benefits and services
Provide representation of residents and consumers at hearings and appeals of long-term care services before the Office of Administrative Hearings and before other appropriate bodies
Provide education, information, outreach and technical assistance to adults age 60 and older, their families/significant others, and providers

Required

Personal or professional experience working with Veterans benefits
Conducting long term care complaint investigations (e.g. interviewing parties, on-site visits, reviewing documents, conducting research, or similar)
Providing training and information on aging, Veterans, or long-term care issues such as self-direction, client rights, confidentiality, abuse and other issues of relevance

Preferred

Working with Family Care/PACE/Partnership/IRIS Medicaid waiver programs
Preparing and/or representing clients at state fair hearings and informal conferences
