Engineering Associate

The Kansas Department of Health and Environment is seeking an Engineering Associate to join their Bureau of Air, Permitting Unit. The role involves reviewing construction and operating permit applications for compliance with federal and state air quality regulations, as well as developing approvals and permits for various facilities.

Responsibilities

Independently develops approvals and permits which range from simple to complex Class I and Class II Operating permits and Construction permits. Permits are developed ensuring adherence to all federal and State regulations and Bureau of Air policies and procedures and may require detailed descriptions of applicable requirements. Once a draft permit has completed the internal concurrence process, the permit is issued to the applicant. Approvals are reviewed by the supervisor; most routine permits are reviewed by a senior engineer for quality control; and complex permits are reviewed by supervisor and Section Chief. Assures that all statutory, regulatory, contractual and procedural requirements have been satisfied prior to issuance of a permit including notifications to EPA required by agreement of EPA. This final step in the issuance of simple and complex permits is to ensure that EPA requirements have been met. These requirements are usually reviewed during the internal concurrence process; however, EPA does review and comment on some of these permits in addition to auditing the permit program. During the concurrence process, work is reviewed for compliance with all applicable requirements. Maintain knowledge of regulatory requirements that apply to assigned facilities through meetings, seminars, conferences and other staff development opportunities. Required

High School, GED
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
Four years in engineering

Preferred

Six years of Advanced degree in a science or engineering curriculum
