4+ years expUnity Systems is seeking a Business Analyst to support the Integrated Eligibility & Enrollment (IE&E) program, which modernizes how Massachusetts residents apply for and manage public benefits. The BA will work across Common Portal (CP) and Common Noticing Solution (CNS) initiatives to ensure business requirements are accurately captured, documented, tested, and delivered.

Responsibilities
Act as liaison between business stakeholders, PMO, QA, and technical teams
Gather, analyze, and document business and system requirements
Develop user stories, BRDs, RTMs, and process flows
Facilitate JAD sessions and stakeholder workshops
Support design, development, testing, implementation, and release cycles
Review test cases and test results to ensure full requirements coverage
Track requirements, changes, and defects using program tools
Identify process gaps and recommend improvements
Serve as SME for eligibility and enrollment workflows
Qualification
Required
Bachelor's Degree
4–5 years of experience as an IT Business Analyst
2+ years supporting eligibility & enrollment or benefits management systems
Strong understanding of SDLC (Agile/Waterfall)
Experience with requirements documentation and traceability
Excellent communication and stakeholder management skills
Process-oriented with strong attention to detail
Preferred
State or Government project experience
Health & Human Services / Medicaid / MassHealth background
Content or notice management system exposure
