Budget Analyst

The Department of Behavioral Health and Developmental Services is seeking a Budget Analyst to support the financial operations at Central State Hospital. This role involves ensuring the efficiency and integrity of financial systems, performing reconciliations, preparing budget entries, and maintaining compliance with financial regulations.

Hospital & Health Care

Responsibilities

Performing monthly reconciliations for Commonwealth and Local Fund accounts
Preparing budget and general ledger journal entries
Ensuring compliance with GAAP
Running and distributing monthly budget reports to department managers
Researching and resolving expenditure irregularities
Responding to budget inquiries
Preparing budget analysis for Central Office
Monitoring appropriations, allotments, cash levels, and suspense accounts
Completing technical adjustments and audit plans of correction
Reconciling revenue, fixed assets, and system balances
Assisting with year-end reporting
Correcting A/P, A/R, and payroll errors

Required

Knowledge of generally accepted accounting principles
Knowledge of budget formulation and analysis
Considerable knowledge of account reconciliation and analysis
Data analytic skills
Knowledge of advanced excel functions
General knowledge of state policies and procedures
Ability to communicate professionally and effectively with others both orally and in writing
Ability to perform and complete competing tasks within established deadlines
Experience with financial management systems including the reconciliation of multiple accounting systems
Extensive knowledge of strong systems of internal controls to assure compliance with ARMICS
Extensive computer skills; Microsoft Office, emphasis on advanced Excel skills and Power Point

Preferred

Certification in Excel preferred
